Job Description : Corporate Values: Integrity, Respectful, Leadership, SustainablePosition SummaryUnder the general supervision of the Human Resources Director, is responsible for directing all aspects of the payroll functions. This position includes monitoring the existing payroll module and recent releases (updates) and program changes as required.Reports to: Human Resources Director*SUPERVISION RECEIVED AND EXERCISED: Exempt, supervisory position.**Overview*This position provides supervision to payroll staff and is responsible for ensuring compliance with AHFC’s personnel policies and procedures and State and Federal law requirements. Work results performed at this level are submitted to the HR designee for final review and approval then to the Controller for signature and final processing of payroll activities.Examples of dutiesUsing Generally Accepted Accounting Principles analyzes and makes determinations for establishing payroll system tables. Oversees and approves the accounting controls implemented by staff to maintain the integrity of the payroll system.Perform a complete audit of all payroll processes including reviewing source documents pertinent to the pay period, federal tax deposits, employee’s benefits, and other related requirements. Ensure that all processing and reporting is completed in a timely and accurate manner.Coordinate with the Human Resource staff to implement payroll changes resulting from labor agreements and employee’s modifications related to pay and benefit provisions.Implement payroll modifications to comply with IRS regulations including preparation of IRS quarterly and year-end reports. Include State benefits and tax reporting requirements.Interpret and communicate provisions of applicable laws, rules, court decisions and policies to inquiring parties when required.Apply state and federal tax regulations governing the preparation of payroll; evaluate program changes to maintain compliance with legal and contractual obligations as they relate to pay.Analyze and verify monthly payroll activities in the general ledger module specific to payroll.Prepare various payroll statistical data for departments as required.Provide Controller with payroll check register and projected cash requirements – assist Controller with appropriate funding requirements to maintain the adequate cash balance in the payroll bank account.Document, maintain and update the payroll policies and procedures.Monitor, evaluate and improve procedures and operational internal controls and compliance standards to maintain the integrity of the payroll including identifying opportunities for new or enhanced computerized accounting applications and initiate appropriate action.Supervise payroll staff in the planning, organizing and directing of work duties, make hiring recommendations, and prepare performance evaluations in a timely manner,Serve as the primary point of contact on payroll issues, handle special projects as assigned, and perform other duties as required such as reviewing various payroll-processing calendars for staff and departments.Other duties as assigned.*Knowledge, Skills and Abilities**Knowledge in: *Computerized payroll practices, application of personnel rules and procedures as related to payroll.State and Federal IRS reporting requirements, including federal quarterly, and year end reporting and special tax regulations.Employee benefits and reporting requirements for PERS retirement, deferred compensation, tax liability, and other employee liability accounts and labor contracts.*Skilled in*:Computerized payroll processes, Kronos integrated HR/Payroll System.PC operations and mainframe computerized payroll programs and report writing.General ledger account analysis of accounting data and liability accounts and makes necessary adjustments as required.Microsoft Excel spreadsheets and Word.*Ability to: *Communicate technical information with internal and external auditors, departments, and outside organizations any regulatory issues and reporting requirements such as retirement and benefits, state and federal agencies including communicating with system users on resolving issues and explaining the application of pay and leave provisions and labor contracts as it applies to pay.Interpret and apply provisions of law, rule or policy to specific situations as related to payroll processing.Monitor, identify, and evaluate the effectiveness of the payroll system. Apply sound judgment in resolving problems related to internal controls and make recommendations for corrective actions.Maintain existing contingency plan for the emergency processing of payroll and work with IS to perform tasks required.Participate in any development of software programs related to payroll. Coordinate the implementation of tests and task requirements with Information Systems programmers and payroll staff.Communicate effectively in the supervision of staff, coordinate work duties, and perform or oversee payroll training.Other duties as assigned.Minimum RequirementsBachelor’s degree from an accredited college in Accounting, Business Administration, Finance or closely related field; and four years of progressively responsible, professional level payroll experience. A minimum of one year in a supervisory role to include hiring, evaluations, disciplinary actions, etc. Must have excellent advanced knowledge in Microsoft Excel and Word applications. Payroll processing experience in a computerized environment, preferably Kronos HR/Payroll, as an integrated system.Substitution:Additional professional level experience may be substituted for the required education on a year for year basis.This is a level 20 position with an annual salary of $67,736.88 (26 pay periods).
