Job Description : The Anchorage Child Support Services Division (CSSD) is recruiting for a Child Support Specialist 2 in the Formal Hearings section.

What you will be doing:
Under the direction of the Formal Hearings Manager, this position independently performs advanced casework by accomplishing the more difficult and complex work in special and long-term child support services projects, in resolving complaints, or in representing the agency during the administrative appeal process. The following excerpt from the Alaska Administrative Codes outlines the key responsibilities of this position.
15 AAC 125.815. Role of agency in an appeal conducted as a formal hearing In a formal hearing conducted under 15 AAC 05.010 and 15 AAC 05.030 –
15 AAC 05.040, the agency represents the public interest and is not a representative of an individual. When the agency participates in a formal hearing, the agency acts:
(1) to ensure that applicable law is properly applied;
(2) in the best interests of the children;
(3) to protect the state’s financial interest in the case; and
(4) to further the resolution of the controversy.

Who we are looking for:
We are seeking an individual with the following knowledge, skills, and abilities:
Demonstrated ability performing legal research
Advanced skills in diplomacy, persuasive argument, and negotiations
Ability to diffuse verbally hostile situations
Excellent written and verbal communication skills
Ability to perform complex analysis of administrative and legal issues
Experience handling confidential and sensitive information
Ability to think quickly and provide prompt accurate responses to unexpected inquiries
Ability to independently organize workload and set priorities ensuring deadlines are met
Ability to professionally discuss work related issues and accept criticism and guidance
Ability to consistently attend scheduled work appointments
Ability to work cohesively as a team

Desired, but not required:
Knowledge of rules, statutes, case law, codes and regulations directly related to CSSD
Experience presenting formal training to groups of 10 or more people
Experience completing child support calculations for all custody types, determining credits and deductions
Experience issuing Written Findings
Working knowledge using Footnotes to site Statutes, Administrative/Executive materials and Case Law
Minimum Qualifications
One year of experience performing child support casework and/or collections at the full working level. This experience is equivalent to Child Support Specialist 1 with the State of Alaska or equivalent elsewhere.

OR

Four years of experience in investigations, collections, paralegal work, or program eligibility determinations, of which at least one year was at the journey paraprofessional level. The required experience includes, but is not limited to, work such as Investigator 1, Paralegal 2, Eligibility Technician 2, and some Accounting Technicians 2 with the State of Alaska or the equivalent elsewhere.

AND

One year of customer service experience, which may be gained concurrently.
Post-secondary education from an accredited institution may substitute for up to three years of the work experience described in the second option (three semester hours or four quarter hours equals one month). There is no substitution for the one year experience at the journey paraprofessional level or the customer service experience, though they may be gained concurrently.

Special Note: some positions require incumbents pass a background investigation to meet security requirements for access to State and national databases.
