Who we are looking for:
The Facility Professional Services (FPS) division is seeking four new Contracts Specialists to join their team. In this role, you will interface with project managers, client agencies, design consultants, contractors and the public to ensure that consistent contract activity is being conducted so design and construction projects progress smoothly without delay.

The ideal candidate is experienced with construction contracts. You will possess strong communication skills and the ability to develop and build relationships with a broad client base. You are also able to evaluate documents for consistency and can articulate recommendations for compliance.

Duties

Some of what you will enjoy doing:
Prepare complex design consultant agreements/amendments, construction contracts/change orders and interagency agreements for capital projects and energy projects valued at $300 – $400 million biannually.
Independently perform a variety of complex contract administration duties for the agency’s capital public works (design-bid-build, GC/CM, design-build, performance base) programs as required under RCW 39.04 and RCW 39.35.
Ensure compliance with Revised Code of Washington (RCW), Washington Administrative Code (WAC) and boiler-plate terms and conditions.
Ensure that the negotiated consultant fees are within OFM guidelines or are authorized through proper channels. Advise the project manager of any contract compliance issues.
Provide initial review and evaluate bid documents for consistency with agency policy and alert project manager and A/E to insert recommended modifications prior to bidding.
Conduct competitive bidding process per RCW 30.04. Maintain a listing of authorized agreement/contract signatures; interface directly with project managers, client agencies, design consultants and contractors to accomplish final processing of contract documents.
Coordinate contractor lien claims in accordance with RCW 60.28 and RCW 39.08.
Maintain a listing of all lien claimants and administers lien period.
Coordinate liens and retainage releases with client agencies and the office of the Attorney General.

Qualifications
Required Qualifications:
A Bachelor’s degree involving major study in business administration, public administration, business law commerce, economics, mathematics, statistics or closely related field; AND
Two (2) years of experience in administering government construction contracts, construction contract management, contract cost or price analysis, or contract compliance administration
Note:
A law degree from an accredited college or university approved by the Washington State Bar Association may be substituted for the experience and education.
A Master’s degree in one of the above academic disciplines may be substituted for one year of experience.
Qualifying experience may be substituted, year for year, for required education.

Demonstrated organization, time management and partnering skills within the work section.
Ability to diffuse and resolve day-to-day conflict issues as related to this position.
Willingness and ability to occasionally travel statewide.
