Job Description : Duties
Serves as a Program Manager with responsibility for coordinating the various operational requirements and functions associated with MWR (Morale, Welfare, Recreation).
Exercises control in areas of resource (both dollar and manpower) planning, management, business planning, training, internal controls, public relations, inspections, evaluations, investigations, discipline, liaison activities.
Oversees long range and short range work plans of the directorate, implementation of directives, requirements. Manages development of resource changes in response to changes in levels of appropriations from within or from higher headquarters.
Keeps abreast of new policies, procedures, regulations, directives, etc.; develops and recommends the framework for program-wide policies, programs, controls, and/or systems designed to increase the efficiency and economy of functions and operations.
Serves as a key advisor and consultant to the Commander and Deputy Commander on policy matters relative to the various complex and intricate programs and specific mission requirements. Performs the full-range of supervisory duties for assigned staff.
Reviews reports, recommendations, initiates, recommends action to improve operations. Maintains liaison with headquarters, commands, agencies, installations, academia to form a basis understanding to reach mutual agreement. Other duties as assigned.
Performs supervisory duties associated with managing 52 acre recreation lodging resort includes lodging/hotel, retail, food/beverage, recreation, bowling, financial management, information technology, marketing, maintenance for over 100 buildings.

Completed and signed DA Form 3433 is required prior to entrance on duty.
Incumbent required to submit Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure upon entering position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Reg, dated 30 August 1993.
Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Tier III background investigation.
Position requires occasional travel requirements.
Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled telework”.
Position is a Key / Emergency Essential position.
Qualifications
MINIMUM QUALIFICATIONS:
1. Extensive specialized work experience performing duties similar to those described above.
2. One year of the specialized experience must be at the NF-05 pay band or equivalent.
3. The overall experience must be progressively responsible in attainment and demonstrates a sound foundation in running a substantial program at an installation/ Region / Headquarters level, preferably one that involved lodging, business, operations and/or hospitality / resort management.
4. The experience must reflect a comprehensive knowledge of the financial and business principles, policies, practices and detailed procedures applicable to Appropriated and Non-Appropriated funding and resourcing in order to perform tasks, integrate, balance, coordinate and monitor the overall effort and performance of the directorate that will support command objectives.
5. Must be highly skilled in written and oral communications;
6. Must possess proven management and leadership ability.
7. Comprehensive knowledge and aptitude for automated systems and standard computer software programs, such as Microsoft Office applications, to include spreadsheet, database, word processing, resource management, commercial off the shelf accounting package and electronic communication packages.

Highly Preferred / Highly Qualified:
1. Preferred are those candidates who possess education consisting of a Baccalaureate or Higher Degree in Business or Hospitality Management.
2. Preferred are applicable professional experience in a military service environment performing duties similar to those described above.
