Job Description : Job Summary
The Assistant Manager of Procurement supervises a staff of six and oversees the daily operations of the procurement function at the city. This is an integral position responsible for running the procurement program, providing training, leading the procurement diversity initiative, partnering with departments on solicitations and contracts, and many other essential duties and responsibilities. The position is in the Financial Services Division of the Finance and Asset Management Department. The Assistant Manager reports to a team of two managers of the division.
Essential Duties and Responsibilities
Performs duties and responsibilities commensurate with assigned functional area within the financial Services Division of the Finance and Asset Management Department which may include, but are not limited to any combination of the following tasks:
Assists department staff in preparing proposals and contracts, City Council agenda items and supporting information; explains policies and procedures; and gives advice on management issues.
Exercises considerable independent judgment and initiative.
Oversees work activities to ensure all activities conform to established policies and procedures.
Provides day-to-day coordination and scheduling of activities to ensure processing, operations, and accounting timeframes are met.
Participates in diversity initiatives of the division and the department, including leading the Procurement Diversity Initiative.
Reviews and/or prepares detailed reports of operations and transaction activities, presenting any irregularities or exceptions to management.
Reviews and analyzes the effectiveness of operating procedures, recommending changes and improvements as appropriate.
Assists in the formulation, recommendation, and implementation of policies.
Studies the effectiveness of procedures, methods, and practices that are used in, or influence, operations.
Keeps informed of new developments and best practices.
Assists management on a variety of analytical assignments and projects; including, but not limited to the division work plans, performance metrics, process improvement efforts, etc.
Performs other duties as may be assigned to carry out the functions of procurement, as well as, to further the mission of the division, the department, or the city.
Supervision Received and Exercised:
Works under the general supervision of a finance division manager.
Supervises, leads, and develops professional, paraprofessional, and support staff
Provides subject matter expertise to city staff.
Qualifications
KNOWLEDGE, SKILLS, ABILITIES AND COMPETENCIES:
Knowledge of procurement policy, procedures, best practices, laws, and regulations is essential.
Knowledge of operations control, transaction processing efficiency, public budgeting, program evaluation, and financial analysis.
EDUCATION, EXPERIENCE, AND OTHER REQUIREMENTS:
Graduation from an accredited four-year college or university with a degree in law, accounting, finance, business, public administration, or another related field.
Five or more years of experience (preferably in the public sector) in the areas of purchasing and/or contracting, as applicable.
Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
