Position Summary:
This role will serve as part of the team supporting the Department of Veterans Affairs (VA) Electronic Health Record Modernization (EHRM) Program and Cerner with the implementation, integration, and sustainment of various clinical and/or admin system interfaces.
The EHRM Program is one of VA’s ongoing modernization efforts to launch a new electronic health record system to store and track patient medical information with full implementation across all VA facilities. The new system connects VA medical facilities with the Department of Defense, the U.S. Coast Guard and participating community care providers, allowing clinicians to easily access a Veteran’s full medical history in one location.
This team is focused on identifying and managing interface requirements, managing interface development and deployments, as well as managing the sustainment of live interfaces (full SDLC lifecycle of interface). The team will have a blend of specific expertise and experience in Agile, Scrum, Product Management, Development, Deployment, and Project Management.
The Business Analyst will primarily be responsible to support the Project Manager as well as completing contractual requirements. Additionally, the Business Analyst may be required to conduct analysis and validate requirements into a logical document using business analysis models that are understood by the customer.
Responsibilities:
Requirements Gathering and Analysis
Create user stories and communicate backlog priorities to the team
Work closely with business and other key stockholders to gather and understand technical problems to identify solutions.
Responsible for creating, maintaining, and prioritizing the Product Backlog according to business value for the life of the project
Develops use cases and creates activity diagrams to support use cases
Validation to ensure technical requirements can be met.
Performs document reviews, requirement reviews, and system functionality overviews.
Develops acceptance criteria for Use Cases, User Stories, and Workflows
Ability to identify and analyze end-user problems
Ability to organize information in a logical manner and devise practical solutions to problems
Testing
Ability to coordinate testing activities across technical and Software Quality Assurance leads
Assists SQA with development of test plans, test scripts, and usability scenarios
Assists with Requirements Validation Testing.
Assists with Functional Testing
Communications
Builds strong collaborative ties between Product Owner, Stakeholders and Technical Staff.
Garners approval from Product Owners and Stakeholders
Liaison between Stakeholder / Development Team / Product Owner
Support various project teams
Effectively facilitate communication across cross functional teams
Partner with cross functional teams to proactively monitor the health and status of the Project
Use professional project management tools and techniques to manage reporting, tracking charts, checklist, and to delegate appropriately.
Work and collaborate effectively in a team setting – take direction, proactively seek out information and build productive working relationships across teams
Requires 5 to 7 years with BS/BA or 3 to 5 years with MS/MA or 0 to 2 years with PhD. 4 years of relevant experience may be substituted in lieu of a degree.
Knowledge & Experience
5 years of IT experience and strong understanding of Software Development Life Cycle (SDLC)
Experience in information technology-based software/hardware analysis involving multiple computer subsystems
3 years Business / Functional Analyst experience
2 years SAFe and/or Agile / Scrum environment experience
Familiarity with Agile Principles / Scrum Framework
Experience using agile project management tools (e.g. Jira)
Experience eliciting functional and non-functional requirements from subject matter experts
Ability to actively contribute to the sprint planning, review, and retrospective meetings
Ability to work with business analysts, developers, and testers in Agile / Scrum teams in a highly results orientated environment
Knowledge and experience of MS Office products
Strong oral and written communication skills
Strong problem-solving, critical thinking, analytical, decision-making, time management and customer service skills.
Experience working / supporting VA client is preferred
Experience with Federal Health IT implementation projects (e.g., Electronic Health Record, Cerner Millennium) is preferred.
Familiarity with client specific solution components, such as VA Business Operations, VA Clinical Systems, and/or Cerner Millennium would be helpful
Self-motivated and proactive problem solver. Must be able to perform duties without close supervision.
Project Management experience is a plus
Clearance:
Able to obtain and maintain a US Public Trust clearance
Must be a US Citizen or US Permanent Resident
Colorado Salary Minimum: $62,566.40
Colorado Salary Maximum:$133,764.80
