Buyer

The Eligibility List will consist of both internal and external applicants who meet the qualifications and successfully complete any required selection processes.

The City of Ontario, has an exciting opportunity for a highly motivated individual with a passion for public service, a positive attitude, and a commitment to providing the highest level of customer service to join the Purchasing Division of the Financial Services Agency. The Purchasing Division is responsible for supply management activities required for the procurement of a wide variety of materials, supplies, equipment, and services. The Purchasing Division’s goal is to obtain maximum value by fair and open competitive bidding, while providing efficient and reliable services to the departments within the City. The Buyer position will be responsible for for operational activities for procurement of materials, supplies, and services; bidding and request for proposal (RFP’s) processes, reviews citywide requisitions for services/goods to ensure compliance with regulations, approved funding sources, purchasing techniques, and authorizations, compile reports and analyze data and make recommendations related to work operations, department policies, vendor relations and administrative procedures and other related work as assigned.
Ideal Candidate
The ideal candidate for this position will understand the principles, practices, and methodology, of public agency purchasing and contracting, including competitive bidding procedures, and contract negotiation; have the ability to interpret and apply federal, state, and local policies, procedures, laws, and regulations and respond to requests and inquiries from the general public; analyze administrative practices and present findings and recommendation, communicate clearly and concisely both orally and in writing. The Financial Services Agency provides support services to the citizens and businesses of Ontario, as well as to City Departments, with financial, budget development, procurement, accounting, payroll, and revenue services. The Agency’s service objective is to direct the financial affairs of the City of Ontario, under the direction provided by the Mayor and City Council through their goals and objectives, in a timely, accurate, cost effective, and efficient manner. Examples of Essential Functions
The essential functions typically performed by the Buyer include the following:
Coordinates, evaluates, and assists with the operational activities for the City’s centralized Purchasing function including procurement of materials, supplies, and services; request for proposal (RFP’s) process; makes recommendations for the award of citywide contracts and agreements in accordance with City codes, laws, and policy utilized by multiple departments.
Assists City staff with procurement needs by providing professional guidance on obtaining materials and services; ensures that procurement activities meet legal and professional standards by enforcing pertinent codes, policies and regulations, and professional ethics regarding purchasing operations. Encourages the standardization of equipment, materials, and services used by various City departments.
Processes complex purchase orders associated with citywide agreements to City Council, when necessary, monitors thresholds and processes amendments.
Participates in the development of and recommendations for bidding and proposal methods and procedures; the implementation of procedures related to requisitioning, bidding, and contracting activities including negotiation and administration.
Prepares and reviews various forms of contracts and agreements including supporting documentation such as specifications for completeness and accuracy to ensure compliance with City Requirements.
Reviews citywide requisitions for services/goods to ensure compliance with applicable regulations, approves funding sources, and authorizations; makes recommendations to management accordingly.
Oversees and reviews purchase orders submitted by other staff, verifies proper account numbers/funds for ordered items; signs and approves purchase orders as authorized; coordinates and monitors open/annual purchase orders.
Establishes and maintains contact with vendors, establishes accounts, and leads negotiations; keeps informed of new products; develops new sources of supply; evaluates vendor performance.
Manages the citywide procurement card program and acts as a liaison between card holders and the program to resolve issues.
Compiles and analyzes data and makes recommendations related to work operations, department policies, and administrative procedures; analyzes and interprets operating and activity reports.
Responds to requests for information related to statistical, technical, operational, or administrative data.
Coordinates and prepares annual, quarterly, and other periodic reports.
Assists with annual fiscal year-end process facilitating the reconciliations of requisitions and purchase orders.
Participates in the development and implementation of departmental goals, objectives, policies, procedures, and priorities.
May serve as a technical or functional lead for projects by providing training and work direction to other office support positions as needed.
Performs other related duties as assigned.
Qualification Guidelines
Education
Bachelor’s degree from an accredited college or university with major course work in accounting, public administration, business administration, or related field.
Experience
Three years of increasingly responsible experience in purchasing, accounting or a closely related field
License
Valid California Class C driver’s license and an acceptable driving record at the time of appointment and throughout employment.
Desirable
NIGP Certified Procurement Professional (CPP) or Certified Professional Public Buyer (CPPB).
