Job Description : — JOB OPENING — Job Title: City Manager, City of EmmonakCompensation: Negotiable – Subject to City Council Review and ApprovalSupervisor: City CouncilLocation: Emmonak, AlaskaEducation and Experience: A bachelor’s degree in business, political science, or related field preferred. Business or municipal management experience required.Overview:The City Manager is the chief executive and administrative officer for the City, providing executive leadership and representation on all matters concerning City government.Responsible for planning, directing, managing, and reviewing all activities and operations of the City; coordinating programs, services, and activities among City departments and outside agencies; overseeing the City’s finances in coordination with the City Treasurer and the City’s contract accountants. Candidates who are residents or willing to relocate toEmmonak will be given preference. This is a full-time position.General Duties:- Comprehensive analyses of municipal policies; prepare policy and procedural proposals for review and adoption by the City Council.- Attend all City Council meetings and workshops.- Oversee preparation of meeting agendas and supporting materials for City Council; present recommendations to the Council and implement City Council decisions.- Oversee and monitor the development and administration of the City’s budget in coordination with the City Treasurer and contract accountant, including directing the forecasting of funds needed for staffing, equipment, materials, and supplies; controlling expenditures consistent with the budget.- Provide monthly financial reports to the City Council.- Authorize and oversee the administration of grant proposals ensuring all requirements for funding and operations are consistent with City policies.- Responsible for the full range of employment supervisory activities including selection, training, evaluation, counseling, and termination.- Develop and maintain positive working relations with other local governments and state and federal agencies.- Develop and implement the City’s capital improvement and strategic plans.Knowledge, Skills, and Abilities:- Knowledge of principles and practices of municipal finance, budget preparation, and city administration.- Ability to identify and respond to issues and concerns raised by the public and CityCouncil.- Knowledge of city, state, or federal regulations and City ordinances, rules, regulations, and standards.- Demonstrated experience in developing and leading teams to implement strategic plans and policies, setting goals and objectives, work organization, delegation, and employee supervision.- Knowledge of local government purchasing/procurement laws and practices.- Familiarity with Emmonak City Code and policies.- Concise oral and written communication.- Ability to establish and maintain cooperative working relationships with CityCouncil, government officials, community groups, and the public.TO APPLY: Send resume and cover letter to:City of Emmonak Manager Search c/o Landye Bennett Blumstein LLP701 W.
