Job Description : Hawaii Independent Physicians Association is Hawaii’s largest association of independent physicians. Its vision is to preserve independent practice by creating an engaged, connected health community that empowers our physicians and their patients. In addition to advocating for the best interests of its members, it provides operational leadership for its physician network in the planning and implementation of value-based programs aimed at reducing cost, improving quality of care, and enhancing patient and clinician experience.The Director of Member & Business Services will work closely with clinical and administrative leadership to expand Hawaii IPA’s ability to bring value to independent practitioners across the State of Hawaii by increasing Hawaii IPA membership, enhancing membership benefits and overseeing Hawaii IPA’s contracting process to further its mission. This includes but is not limited to activities related to physician recruitment and retention, physician engagement initiatives, business opportunity assessments and contracting and negotiations for services and programs. The Director of Member & Business Services will also continuously improve contract management infrastructure for the IPA in order to enhance organizational practices, provider experience and sustainability for IPA members. S/he will be an active, engaged and integrated member of the Hawaii IPA team, focusing on practice transformation, Patient Centered Medical Homes, improving patient outcomes and reducing cost of care.Role and Responsibilities · Engage in complex levels of contract development and negotiation, including risk agreements, managed care contracts, practice participation agreements, and other contracts related to Hawaii IPA’s mission.· Proactively assesses and evaluates new income stream opportunities such as new risk-based contracts, grants, and other collaborations with community, state, or private organizations.· Develops and oversees execution of provider recruitment strategies across multiple islands in order to increase access to independent primary and specialty care practitioners.· Develops and oversees the end-to-end onboarding and orientation of new providers, partnering with the Hawaii IPA team to maintain a comprehensive and consistent process for all new members.· Leads or participates in discussions with practices to provide education about payment model variations, practice opportunities and business planning, among other topics.· Develops, documents and manages IPA member engagement and communications plans, including but not limited to webinars, bulletins, HIPA website, training and CME opportunities and annual meetings.· Oversees IPA membership application processing, including leading Hawaii IPA’s Membership or other Committees in compliance with HIPA Bylaws.· Develops and enhances existing and new business partnerships, continually seeking ways to improve services, benefits, and overall value for Hawaii IPA and its members.· Leads the implementation of special projects including but not limited to contracting, business/MSO support as well as physician recruitment, retention, and succession planning; monitoring and reporting on progress and performance against a structured work plan.· Leads or participates in the development of new programs, subsidiaries, joint ventures or other partnerships designed to improve provider services, physician compensation or other practice opportunities.· Develops, implements and improves IPA organizational infrastructure, such as the development of HIPA policies and procedures, SOPs, and contract management process.· Develops and maintains processes that provide key contract information to Hawaii IPA team members and provide timely notification of critical contract events (e.g., renewals, termination and due dates contained within the agreements)· Leads and/or actively participates in meetings, providing recommendations, ideas, suggestions and constructive and professional feedback· Other duties as assigned.Education and Experience Requirements · Bachelor’s degree required; Master’s degree preferred· At least 3 years in healthcare management· At least 5 years contract management experience· Knowledge of the technical, administrative, and economic issues facing physicians· Experience working in a small business or start-up environment preferred· Valid driver’s license and access to reliable transportationRequired Qualifications · Ability to lead complex contracting activities, using data and knowledge of risk and payment models to optimize the IPA’s value-based programs and services· Superior knowledge of contract language, ability to develop and analyze rate proposals, and ability to identify operational and financial improvement opportunities.· Expert ability to multi-task in a dynamic environment, providing clear direction to employees, delegated staff and consultants in support of HIPA’s business objectives· Excellent ability to listen and communicate professionally and effectively with physicians, staff, direct reports and stakeholders both verbally and in writing.· Able and willing to establish meaningful working relationships with internal and external stakeholders, focusing on continuous improvement of clinical outcomes.· Ability to make independent decisions and represent Hawaii IPA’s mission, vision and values while collaborating with key stakeholders.· Ability and willingness to self-motivate, to prioritize and change processes to improve effectiveness and efficiency and adapt in a dynamic environment.· Ability to lead, motivate and mentor staff to foster a positive, productive working environment for a team that works across multiple sites and islands.· Understanding of healthcare economics and politics in Hawai‘i and nationally· Strong computer literacy (Microsoft Office, Electronic Medical Record, etc.)Additional Notes Ability to occasionally travel locally and fly inter-island on an as needed basis is required.
