Job Description : Position Summary Hawaii Independent Physicians Association is Hawaii’s largest association of independent physicians. Its vision is to preserve independent practice by creating an engaged, connected health community that empowers our physicians and their patients. It provides operational leadership for its physician network in the planning and implementation of value-based programs aimed at reducing cost, improving quality of care, and enhancing patient and clinician experience.Under the supervision of the Executive Director, the Director of Operations is responsible for overseeing implementation of Hawaii Independent Physician Association’s value-based programs, and developing operational infrastructure to optimize success of the organization and its physician network. This position oversees practice support teams, which may include but not be limited to program managers, administrators, physician liaisons, care coordinators, case managers, delegated staff and contracted clinicians. These staff are responsible for driving practice transformation, monitoring and improving program performance, and engaging physicians to achieve quality measures and other contractual targets.Role and Responsibilities · Develop and manage end-to-end program work plans, timelines, milestones and deliverables, proactively identifying and addressing risks to goals and objectives at an organizational and programmatic level.· In partnership with the Executive Director and Chief Medical Strategist, develop, operationalize and manage clinical and non-clinical programs that focus on improving patient outcomes, population health management, achieving organization and provider target quality metrics, and decreasing cost of care.· Develop and manage operations reports to accurately communicate status, risks and opportunities.· Provide oversight to practice support team of clinicians and non-clinicians to implement value-based programs, co-develop quality improvement strategies and coach practice support staff to improve provider performance.· Analyze, review, forecast, trend and interpret complex data to inform business decisions.· Develop, review and revise deliverables for completion and fulfillment of contractual obligations.· Anticipate associated payments for program activities and performance, validating payment accuracy, assessing financial impact/risk and investigating and explaining deviations.· Continuously assess operational and program efficiency and effectiveness, proactively anticipating and successfully responding to risks and issues and using data where possible to make decisions.· Partner with leadership and Board of Directors to execute strategic plans and objectives related to or in support of value-based programs.· Assist in resolution of issues escalated by practice support team, including but not limited to measure requirements, office workflow issues, staff turnover or billing/claim submission issues.· Ensure all programs and staff maintain reliable and accurate documentation in compliance with organizational, legal and ethical policies, procedures and standards.· In partnership with the Executive Director, develops organizational infrastructure to support effective planning, operations and growth of Hawaii IPA and its physician network, including but not limited to accounting, budgeting, contract management, performance reporting and policy development.· Assist with physician engagement, recruitment, business development and network growth to advance value-based program opportunities.· Manage staff performance including supervising, coaching/counseling, developing performance standards· Interview, hire, and train staff to optimize their job performance and create a supportive working environment.· Other duties as assigned.Education and Experience Requirements · At least 3 years healthcare program management, project management or operations experience· At least 1 year quality improvement experience· At least 2 years experience managing staff· Experience using electronic health records as a front-end user preferred but not required· Experience with commercial/Medicare quality reporting preferred but not required· Valid driver’s license, access to reliable transportationRequired Skills· Strong ability to analyze and interpret performance and financial data related to projects, programs and services to make decisions and drive outcomes.· Strong ability to review and interpret contracts in order to make recommendations and sound decisions.· Excellent ability to listen and communicate professionally and effectively with physicians, staff, direct reports and stakeholders both verbally and in writing.· Expert ability to multi-task in a dynamic environment, providing clear direction to employees, delegated staff and consultants in support of HIPA’s business objectives· Able and willing to establish meaningful working relationships with internal and external stakeholders, focusing on continuous improvement of clinical outcomes.· Ability to develop and manage data and performance reports to create accountability and achieve goals· Ability to professionally manage conflict and resolve issues, both within programs and teams.· Ability to make independent decisions and represent Hawaii IPA’s mission, vision and values while collaborating with key stakeholders.· Ability and willingness to self-motivate, to prioritize and change processes to improve effectiveness and efficiency and adapt in a dynamic environment.· Ability to lead, motivate and mentor staff to foster a positive, productive working environment for a team that works across multiple sites and islands.· Strong computer literacy (EHR, Microsoft Office, other standard computer programs).Additional Notes Ability to occasionally travel locally and fly inter-island on an as needed basis is required.
