Job Description : Position: Division Chief – Hawaii Island DivisionVacancies: One (1)Location: HiloMinimum Starting Pay: DOEJob Reference Number: DCHI0322Application Deadline: Position will remain open until filledINTRODUCTIONUnder the general direction of the Deputy Executive Director for Field Services, the Division Chief is accountable for the day-to-day operations of the neighbor island division including overall responsibility for all island division programs, fiscal operations, and building management. This position also plans, develops and recommends new programs for the division and implements such programs upon approval. As the overall manager of the island division, this position must be available to work flexible hours, respond appropriately to member complaints, ensure that contract and program deadlines are met, and handle all unforeseen operational matters requiring effective decision-making and communication skills in a timely manner.MAJOR DUTIES AND RESPONSIBILITIES1. Serves as the administrator of an HGEA neighbor island division office and is responsible for the fiscal operations, field services, contract administration including grievances and arbitration, legislative and political action programs, training and education of stewards, recreational programs, pay and classification, retirement counseling and other related programs available to HGEA members. 35%2. Supervises the division’s staff in the day-to-day operations of the division, coordinated with staff all program functions for the division, and makes recommendations on new programs. 30%3. Maintains an effective working relationship with HGEA officers, stewards and member’s elective officials, public and community groups to promote and enhance HGEA goals and objectives. 10%4. Projects and prepares the division’s operating budget and is responsible for fiscal accountability within the approved budget. 10%5. Assumes the authority and responsibility for all communications originating from the division and serves as the HGEA spokesperson and media liaison on the island. 5%6. Manages the division’s office building, including but not limited to acting as the Property Manager responsible for building maintenance, janitorial services and supplies, parking, building security, negotiating and administering lease agreements, and other related matters. 5%OTHER DUTIES AND RESPONSIBILITIES 5%1. Assists HGEA staff with program activities as necessary.2. Acts as the liaison between the island division office and the main HGEA office.3.
