Job Description : The Alaska Clean Seas Planning Department is looking to fill a Safety Specialist position in Prudhoe Bay, Alaska. This position works an alternating two-weeks on/off schedule (see working conditions below). This position is open to both internal and external applicants.

Alaska Clean Seas (ACS) is a non-profit, incorporated oil spill response cooperative whose current membership includes oil and pipeline companies that engage in or intend to undertake oil and gas exploration, development, production and/or pipeline transport activities on the North Slope of Alaska.

POSITION SUMMARY:
Under the direction of the Planning and Development Manager primary responsibilities include: Ensuring safe operations at all ACS work locations, spill sites and special projects. Providing recommendations and guidance to management, employees and contractors in order to ensure compliance with HSE related regulatory standards. Manage company HSE programs, manuals and records. Conduct HSE audits, inspections and incident investigations to identify hazards and/or deficiencies. Document and recommend corrective actions and develop improvement plans. Prepare and deliver reports on HSE performance and programs to internal and external stakeholders. Fill the Incident Management Team (IMT) role of Site Safety Officer during spill response exercises and actual events. Plan and facilitate HSE related meetings and training.
ESSENTIAL FUNCTIONS:

Conducting activities safely while on shift, on call, or attending training, and in compliance with all guidelines, policies, procedures and protocols established by Alaska Clean Seas are conditions of employment.
Safety Accountability:
Participate in the ACS safety program at the management level
Facilitate or participate in regular Company safety meetings; and task directed “Tailgate Safety Meetings” which include hazard recognition, appropriate response, and identified controls.
Conduct or assist in investigation of safety-related incidents
Promote strong safety culture by setting example for employees to follow and communicating safe work practices to employees
Ensure that employees know to report all injuries and unsafe conditions or practices
Ensure that all new employees and contractors receive safety orientation prior to beginning work
Ensure all employees receive applicable training to safely conduct work activities
Maintain a safe workplace on ACS premises and while providing services on behalf of ACS at any location. Be responsible for your safe performance on the job and protect the safety of others in the workplace.
Administrator all ACS Health and Safety Programs and applicable Standard Operating Procedures (SOPs) including annual reviews and updates.
Work with ACS Leadership Team to manage proper mandatory and regulatory training to ensure ACS employees comply with federal, state and Member Company safety requirements at all times.
Manage incidents, illness, near miss, HSE concerns, and property damage of ACS equipment, employees and assigned contractors according to Company and regulatory standards; prepare reports and maintain all safety-related records. Report North Slope employee work-related injury/illness to Workers Compensation provider and Human Resources (HR). Manage safety audit and monthly inspection programs. Conduct facility and operational safety audits and inspections.
Manage and maintain ACS OSHA VPP Star status. Ensure proper reporting is completed and on time. Coordinate with the OSHA VPP Representative for proper documentation submittals.
Research, develop, and update ACS Health and Safety programs and be the point of contact for questions, conflict resolution and guidance regarding the implementation of programs.
Assist as needed in the development, implementation, and auditing of the Environmental Management System (EMS).
Develop Site Safety Plans/JHA’s for special projects, training activities and actual spills.
Develop spill site safety assessments and monitor safety compliance for spill cleanup operations.
Manage ACS improvements and compliance with AKOSH and Member Company safety requirements.
Plan topics, schedule presentations, lead and document weekly safety meetings at base
Coordinate with contract agencies and Member Company safety professionals as needed.
Perform Industrial Hygiene monitoring and testing/calibration/repair of air monitoring equipment.
Perform Industrial Hygiene surveys for Sound Level Audits, Ph testing and ergonomic assessments.
Manage Company chemical and hazardous material inventory (Safety Data Sheets (SDS, etc.).
Maintain 100% personal “Compliance Readiness” in all areas of mandatory/regulatory requirements, i.e. training, physicals, and other job-related and spill responder requirements.

OTHER RESPONSIBILITIES:

Responsibly manage the HSE related budgets.
Provide direction and coordinate the activities of support personnel as needed.
Fulfill Incident Command System (ICS) Site Safety Officer role as requested during drills, exercises and actual spill responses.
Make safety-related management recommendations in absence of the Planning & Development Manager.
Perform other work-related duties as assigned.

ESSENTIAL QUALIFICATIONS:

Bachelor’s Degree in Safety, Environmental Health or related field plus a minimum of two (2) years’ experience as a Safety Professional; or two (2) years of undergraduate studies in a related field and six (6) years equivalent work experience as Safety Professional.
Associate Safety Professional (ASP) Certification (or equivalent) or the ability to obtain an ASP within 12 months of hire date.
Minimum two (2) years emergency spill response or petroleum industry-related experience.
Experienced in the development and implementation of safety plans, programs, and meetings; and effective training and facilitation of group presentations.
Excellent PC skills in MS Office (Word, Excel, PowerPoint, Outlook, Teams); experience with graphics, publishing, and presentation software, and databases.
Organized, self-directed, and creative; exhibiting professional personal presence.
Clearly speak, read, write, and understand the English language.
Demonstrate excellent oral and written communication and effective interpersonal skills.
Work effectively in a variety of situations and with wide range of individuals’ skills and abilities while conducting duties in the Member Company areas, North Slope native villages and other field locations.
Position requires frequent walking, occasional sitting, standing, keyboarding, bending, and reaching.
Ability to wear and work in a respirator (full-face).
Valid driver’s license and good driving record

PREFERRED QUALIFICATIONS:

Certified Safety Professional (CSP) certification (or equivalent).
Expert knowledge of OSHA 1926, 1910 and 1915 Standards. Expert knowledge of NFPA 101 and NFPA 1 Codes. Working knowledge of International Building Codes (IBC).
Prior North Slope experience.
Current compliance in all regulatory and company required courses and/or certifications for oil spill response and clean up. (HAZMAT, ICS)
OSHA /NSTC training experience. OSHA 501 certified or NSTC Trainer certified.

PHYSICAL REQUIREMENTS:

Unassisted physical requirements to meet minimum qualifications of a certified Spill Responder: lifting up to 70lbs; carrying up to 50lbs, pushing/pulling up to 100lbs; shoveling up to 20lbs.
The position also requires frequent walking, standing, sitting, squatting, bending, twisting and reaching as prolonged periods in an office/desk environment.

WORKING CONDITIONS:

Position is North Slope assigned with normal working hours 5:30 a.m. to 5:30 p.m., 7 days/week with normal 2 weeks on and 2 weeks off shift. Flexibility regarding hours of work and length of shift is required as may be needed to meet business demands. The position is on-call 24 hours/day while on the North Slope or assigned temporarily to another project. Position may be recalled at any time during spill emergencies.
Cell phone will be provided by the company, for contact during working and non-working hours while on shift.
Position will be working with potentially hazardous materials and waste.
Position may be subject to extreme arctic conditions while working outdoors or while traveling to/from North Slope locations. Arctic PPE is provided.
Position requires travel by aircraft, vessel, automobile, or other means of transportation across rough, bumpy, unpaved roads, tundra, and water for up to 6 hours or longer.
Uneven and/or slick/icy walking surfaces may also be encountered.
Dress code is commensurate with North Slope practices where applicable.
ANSI standard safety footwear is required at all times while working.
