About the Position and What You’ll Do:
The Social Science Research Specialist will join our Policy & Outreach Division (“P&O”). The Policy & Outreach Division serves as the main point of contact for county indigent defense systems, oversees reimbursement to the counties, and is responsible for the agency’s work with media, social media, legislation, administrative policy, and overall agency outreach.
The Social Science Research Specialist will report to the Deputy Director of the Policy & Outreach division and will work both independently and collaboratively with members the P&O Division and partners across the OPD to answer research questions pertaining to indigent defense in Ohio. The position will act as the agency expert on analyzing and reporting indigent defense system data, will assist the agency in identifying trends (e.g. caseloads, system costs,) and future projections (e.g. how various changes to the indigent defense system may impact budgets/caseloads), as well as engaging in special projects to aide in justice system review and reform. The position will provide consultation and organizational support to agency teams, will perform work to best prepare and organize data for analysis, and will prepare and present meaningful statistical and narrative reports.
A successful candidate will have a passion for organizing and analyzing large sets of data, publishing accurate and engaging reports, effectively communicating and explaining complex sets of data, as well as collaborating with other team members to explore and mobilize data. Individuals who possess the creativity to develop and define new processes and a comfort level with navigating unexplored data will also foster success in this new position. The preferred candidate will have professional experience working with Excel, Tableau, and/or SQL Server Reporting Services (SSRS). The position currently offers you the opportunity to work from home for a portion of time, so a successful candidate will also be self-motivated and comfortable communicating via Microsoft Teams or other conferencing software.
Essential duties performed by the position include but are not limited to:
Locate pertinent available data within current databases to answer a variety of questions from internal and external sources (indigent defense data includes client and case-centered data as well as fiscal data related to defense activities)
Use data to prepare monthly, quarterly, annually, and ad hoc reports and conduct statistical analysis and collaborate with other departments on mandated reporting
Collaborate with other departments to complete statutorily required reports
Work with other teams to develop planning and procedures related to indigent defense data collection and indigent defense policy in Ohio
Effectively communicate regarding complex and/or large sets of data and research
Participate and conduct in audits of varying nature
Conduct predicative modeling to scenario plan and forecast the financial outcomes of current and potential future changes to within indigent defense system.
Utilize graphs, charts, and other visual mediums to represent data in an accessible manner
The Social Science Research Specialist position is assigned to the State of Ohio’s OCSEA Pay Schedule, Pay Range 33. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $28.80 per hour) associated with this position. These ranges provide a standardized pathway for pay increases: with continued employment, new hires move to the next step in the range after 12 months and annually thereafter. The State of Ohio typically has Cost of Living Adjustments that increase wages in these ranges each fiscal year.

Qualifications
Completion of graduate core coursework in social science or public administration with at least 6 courses in advanced statistics & statistical analysis & research theory, design & methodology; 18 mos. exp. in research &/or social science policy analysis using advanced statistics & statistical analysis & research theory, design & methodology; 12 mos. trg. or 12 mos. exp. in use of computer hardware, software used for spreadsheets, statistical analysis & graphics presentation & work processing.
Or 6 mos. exp. as Social Sciences Research Analyst, 65261.
Or equivalent of Minimum Class Qualifications For Employment noted above.
Knowledge of social science or public administration; application of advanced statistics & statistical analysis; advanced research theory, design & methodology.
