Job Description : OverviewPerforms advanced, professional-level technical waste management work in the design, investigation, implementation, operation, and management of both internal and external waste management programs. Conducts and participates in problem identification studies and prepares technical and policy recommendations. Performs professional-level research and analysis. Implements specific program plans and policies. Plans, organizes, directs, and reviews the work of crews engaged in the maintenance and operation of the County solid waste and resource recovery facilities. Performs a wide variety of supervisory and administrative duties. Promotes safety on County solid waste properties.This position will be working primarily in the Communications and Engineering role within the Solid Waste Department.ResponsibilitiesSpecifically, this position:Provides direct and indirect supervisor for employees within work unit which may include scheduling, assigning and reviewing work, instructing/training in work methods, and is responsible for hiring and performance evaluation processes; estimates and schedules work to be done and assigns workers to appropriate personnel.Provides broad direction, oversees policy and procedure standards, and evaluates performance of supervisors, direct reports, and operations; conducts second-level review of performance evaluation; resolves pervasive and complex personnel problems.Participate in the planning of future facilities, improving solid waste and recycling services for the haulers, residents, and businesses.Coordinates projects between contractors and the County.Represents the department and/or County in interdepartmental, inter-agency, community, and professional meetings as required.Designs, writes specifications, prepares plans, and calculates cost estimates for various waste management projects; order parts and supplies.Ensures compliance with ordinances and appropriate state and federal laws, codes, and regulations as they relate to a specific department’s waste management program (landfill, hazardous waste, transfer station, or recycling program).Responds to citizen inquiries or complaints.Provides data and cost estimates for the County budget as assigned.Conducts research into a variety of complex issues; develops options, alternatives and presents recommendations; implements results.Serves as a member of department’s or division’s executive management team; reviews and resolves internal issues; develops and implements strategic direction for the organization; attends meetings to represent the Department.Administers department/division contracts and purchases; negotiates and resolves related issues; serves as part of internal contract and purchasing review team.Reviews and interprets federal and state regulations.Attends supervisory meetings.Provides training programs to assigned staff.Complies with DOT Standards.Assists in the planning, design, and construction of facilities.Engages in the process to assist in the planning, design, and construction of the new facilities.Assists in developing communication strategies and plans to educate the public regarding the new facilities and explain their importance.Manages consultants working on tasks assigned by the County, ensures desired results are being achieved and tracks approved budgets accordingly.Meets with various groups, elected officials, and staff members as assigned to provide project updates, answer questions regarding facility operations and utilization.Develops materials as required to provide information to the public, elected officials and staff members.Prepares technical documents related to solid waste matters and interact with regulators from all regulatory agencies.Analyzes construction drawings, budgets and documents submitted by vendors, consultants, or other agencies regarding all solid waste matters.Understands and comprehends technical documents regarding technical matters associated with all aspects of regulatory compliance.Interacts with waste haulers and waste generators to ensure compliance with solid waste disposal regulations.Administers department/division contracts and purchases; provide professional customer service to clients and public.Understand and interpret a vast array of federal and state regulations dealing with waste management; be able to read and interpret plans and specifications; interpret and apply a variety of complex organizational policies and procedures.Speak publicly and prepare educational materials.Maintain sensitive and confidential information.Effectively respond to conflict situations and people in conflict.Participate in a variety of committees and groups related to solid waste, recycling, and landfill operations.QualificationsAll candidates will be screened for the following required minimum qualifications. Any candidate who does not meet all of the qualifications listed as required will be eliminated from the process.Four (4) years of experience in a directly related field or in the performance of similar duties and responsibilities required.High school diploma or GED required as a minimum (see specific areas for additional training requirements.)Possession of, or ability to obtain, a valid Driver’s License required.Additional Qualifications based on role:Household Hazardous Waste OperationsBachelor’s Degree, or equivalent combination of education and/or experience in Environmental or Sanitary Engineering required. Related education or experience may be substituted on a year for year basis.OSHA 40-Hour Hazardous Waste Operations Certification required.Landfill OperationsSpecialized training in landfill maintenance and heavy equipment operations required.SWANA MOLO Certified within one (1) year of hire required.Engineering CommunicationBachelor’s degree, or equivalent combination of education and/or experience in Environmental or Sanitary Engineering, or a related field required.
