HIRING RANGE – $125,000 – $145,000

JOB SUMMARY
Provides overall management and direction to the City Clerk’s Office. Serves as clerk to the city including all elements of City Council Meetings. Oversees municipal elections, campaign finance, numerous licensing processes including marijuana and liquor, and records management and retention.
Major Tasks, Duties, and Responsibilities
Individuals are accountable for all duties of this job and other projects and responsibilities may be added at the City’s discretion. Employees must be able to perform the essential duties of this job with or without a reasonable accommodation.
Serves as Secretary to the Lakewood City Council. Attends all Council meetings, establish agendas, takes and transcribes minutes
Responsible for directing the operations in the City Clerk’s Office to include licensing, records management and retention, main reception desk, and archives
Directly supervises staff in the City Clerk’s Office to include conducting annual performance reviews, making salary recommendations, and participating in all aspects of the hiring process
Oversees Public Records Requests
City Clerk serves as an advisor to Boards and Commissions
Serves as a member of the City’s Leadership Team
Successfully conduct all municipal elections
Provide services for the City as it relates to ordinances and resolutions
Serves on City of Lakewood Police Duty, Death, and Disability Committee
Must be able to interact with others in a positive manner
Reporting Relationships
Supervision Received: Deputy City Manager
Supervision Exercised: Provides direct supervision to nine departmental employees

Essential Qualifications
ESSENTIAL QUALIFICATIONS (Knowledge, Skills and Abilities)
Education and Experience

Education: Bachelor’s degree
Experience:
Five or more years of municipal experience
Solid background in records management processes and procedures
Solid background in licensing
Familiarity with local government operations
Experience in the conduct of elections
Two or more years’ supervisory experience overseeing multiple employees in a professional environment

Certification/Licenses/Specialized Training
Certified Municipal Clerk (CMC) designation preferred, or the ability to obtain, within two years of hire
Valid driver’s license and good driving record required

Technology Skills
Proficiency with Microsoft Office suite (Outlook, Word, Excel, and Power Point)
Must have the knowledge and skills to conduct regularly occurring virtual meetings via Zoom

KSA’s and Physical/Mental Reqs
Strong knowledge of legislative process and the ability to interpret statutes
Knowledge of Colorado election laws and procedures
Possess a high degree of ethics, integrity, and professionalism
Possess outstanding leadership and management skills
Exhibits a record of professional development
Possess superior public speaking, written and oral communications ability
Ability to be an effective member of the City’s Leadership Team
Ability to be innovative and creative in management of department in an often changing and challenging environment
Ability to see the “big picture” and develop long and short-term strategies to meet the goals of the City and the City Council
Ability to oversee a varied group of employees and demonstrate respect for individuality

PENSION
Our pension fund is a social security replacement, money purchase plan. Mandatory employee contribution is 9.8% of gross base salary; City contribution is 11.8% of gross base salary.
SICK LEAVE
Full-time employees earn 8 hours per month.
Part-time employees earn 6 hours per month.
VACATION
Full-time employees with less than five years of service earn 8 hours per month.
Part-time employees with less than five years of service earn 6 hours per month.
