Job Description : Summary
King County’s recently adopted 2020 Strategic Climate Action Plan sets ambitious targets for reducing greenhouse gas emissions, leading with climate equity, and preparing for the impacts of climate change. It is essential for the success of King County’s climate change strategies that the County develop successful programs across County departments, and in partnership with other governments, community stakeholders, Tribes, businesses, philanthropic, faith based and community organizations, and King County residents.

The Climate and Energy Program Manager (CEPM) will work in the King County Executive Office and support and report to the Executive’s Director of Climate and Energy Initiatives. The CEPM will lead project management processes for 2020 SCAP goals and targets. The position will support and help lead tracking, implementation management, and reporting across all SCAP actions for both internal and external stakeholders. The CEPM will provide strategic management, coordination, and planning roles for a range of projects and initiatives across multiple county departments, with special emphasis on vehicle electrification. This position has the potential to serve as an enterprise – level resource for those agencies advancing sustainability and climate related policy, legislative, and code work in service of SCAP implementation.

The position will play a key role in priority action project management, climate policy research, legislative tracking, and code development. The Program Manager, reporting to the Director, Climate and Energy Initiatives, will engage with County agencies and cities across the County to develop, review, and advocate for policies that advance 2020 SCAP priorities and commitments.

The Program Manager will be responsible for ongoing stewardship and management of relationships with a diverse set of constituent interests, including residents, not for profit organizations, utilities, government agencies, and businesses.

This position will regularly engage with and support the county’s Climate Leadership Team comprised of Department Directors, and with Executive Office Government Relations staff and key department staff. The Program Manager will collaborate with staff from multiple departments implementing fleet electrification and energy policy and partnership recommendations in the 2020 SCAP. The individual selected for this opportunity will be joining an innovative and dynamic team.

About King County’s Integrated Approach to Climate Action: King County established an interdepartmental Climate Leadership Team (CLT) in 2014 to frame climate related policy choices, make recommendations to the Executive, allocate resources to implement priority actions, and oversee development of and now implementation of the SCAP. The CLT is made up of leadership from the Office of the Executive and County departments and has grown over the years to include more County department representatives. The CLT is a working committee that meets regularly and has decision-making power, including oversight of a cost-shared budget for climate action contributed to by multiple departments. The CLT will support and provide direction to the work of this position.

About King County’s Inter-Agency Climate Staff: This position will partner closely with colleagues from multiple County departments. Climate related staff are embedded in County agencies with primary responsibility for climate action and these staff carry out activities to support the achievement and integration of SCAP priority actions across County departments. This includes a model of staff leads for each of the three sections of the 2020 SCAP. This distributed model for tackling climate change challenges in a large county government places climate work closer to daily operations, work plans, programs, and decision-making processes, and has been effective at integrating or “mainstreaming” climate change work across County departments.
Job Duties
This position will help track, consult, report, support, and ensure progress on implementation of SCAP commitments in partnership with staff coordinating and implementing in diverse county agencies and for all three SCAP sections (Reducing GHG Emissions; Sustainable & Resilient Frontline Communities; Preparedness). Primary responsibilities of the position are detailed below.

2020 SCAP Implementation Support, Performance Management, and Reporting
Develop and manage internal reporting site and/or resources for staff and leadership.
Develop performance measures to track SCAP implementation status and outcomes, including development of a public-facing performance dashboard.
Manage 2023 SCAP Biennial report development and delivery.
Support technical analysis projects related to ongoing SCAP reporting such as countywide and operational GHG emissions inventories and “continuous improvement” analysis required for 2023 SCAP Biennial report.
Climate Policy, Code, and Legislation Analysis

Develop, review, and advise on county legislation, policies, the county’s State and federal legislative priorities, and county budget decisions related to climate/energy and other SCAP focus areas and topics, including GHG reductions, climate justice and preparedness.
Lead coordination of county activities for climate-related, proposed state legislation, including research, tracking, participation in State Legislative sessions.
Serve in a technical advisory role for development of county policy, legislation and code in service of SCAP implementation.
Provide policy and subject matter expertise and advise the Executive Office and County departments on efficiency, renewable energy, electrification of the built environment and transportation sectors, and topics or technologies that may arise.
Represent the County at high-level meetings with city elected officials, utilities, regulators, businesses, and non-profit groups.
Leadership Roles in Climate Partnerships and Teams

Internal

Support and coordinate existing internal working groups leading initiatives to advance clean fuels, vehicle electrification and reduction of greenhouse gas emissions from the transportation sector, including charging (for county operations and public), code, and partnership development.
Serve as lead project manager to coordinate efforts of county operational priority actions for fleet electrification and fleet GHG reduction planning.
As applicable to assigned projects, work with the economic development staff, including the Green Jobs Specialist, and county Department staff, business partners and community-based organizations to develop and implement shared goals, strategies and programs for meeting SCAP goals and expanding the clean energy economy in King County.
Support the Director of Climate and Energy Initiatives in convening, facilitating, and following up on actions from the County’s interdepartmental Climate Leadership Team and Climate Staff Team meetings.
External

Support K4C meetings, projects, and initiatives. K4C staff meet monthly throughout the year, and elected officials convene twice a year. A select group of leaders meet frequently to increase impact of the K4C through advocacy at the State Legislature or the Utilities and Transportation Commission.
Co-facilitate K4C Outreach Committee with the King County Director of Climate and Energy, a group of elected officials focused on advancing climate policy and engaging other jurisdictions in regional climate work.
Example of Deliverables:

SCAP 2023 Biennial report – Coordinate teams responsible for actions in 2020 SCAP, develop work plan, budget, and schedule, and manage creation and delivery of report before June 30, 2023.
Internal project management – Develop centralized information repository for reporting, resource library, work plans, etc. that supports staff and leadership to monitor and support SCAP priority actions and performance measures.
Transportation Fuels and Vehicles: Lead coordination of work led by multiple departments to develop policies and work plans that advance use of clean fuels, electric vehicles, and other actions to reduce greenhouse gas emissions from the transportation sector in partnership with stakeholders.
Experience, Qualifications, Knowledge, Skills
Qualifications: The most competitive candidates for this position will possess the following qualifications:
Functional and technical knowledge and experience in a range of climate related topics such as transportation, energy, green building, consumption and materials, forests, climate impacts and preparedness, and climate and environmental justice.
Advanced policy and legislative analysis. Code development experience that enables the applicant to serve in an advisory role is a plus.
Demonstrate success managing across a high number of complex projects and resources.
Demonstrate understanding and commitment to King County’s Equity and Social Justice values and Strategic Plan, and ability to articulate climate justice connections in this work.
Strong organizational skills.
Ability to work collaboratively and maintain excellent working relationships with co-workers with divergent opinions and viewpoints.
Creativity and ability to operate with ambiguity.
Demonstrated ability to research and provide recommendations on complex issues using analysis, experience, and judgement.
Excellent oral and written communication skills.
In addition to these leadership qualities, successful candidates should have the following qualifications:

At least five years of experience leading and managing climate policy and related projects.
Degree in Finance, Business Administration, Public Administration, or Energy Policy preferred.
Experience with strategic planning and program development, preferably related to clean energy.
Experience developing strategic public-private partnerships.
Knowledge about electric vehicles and alternative fuels technologies and related federal and state standards.
Experience in building coalitions and managing complex stakeholder relationships.
Knowledge and experience leading clean energy policy and code review and development.
Experience in framing policy issues and funding options for elected officials.
Excellent oral and written communication skills.

Telecommuting Requirement
The work associated with this position will be performed remotely on a part or full time basis dependent on developing guidance from King County’s Future of Work team.
