Under the general direction of the designated supervisor, the incumbent assists in developing, administering, and coordinating the emergency management programs of the City of Fort Myers. Responsible for the overall administration, directing and coordination of the Emergency Management process activities through the supervision of the assigned emergency related staff and review of their activities. This job has supervisory responsibilities.
Responsibilities and Reporting During an Emergency Situation:
Essential Employees may be required to work during a declared emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.
Non Essential Employees will not be required to work during a declared emergency. The employee’s Department Head will determine when the employee will be required to work.
Duties/Responsibilities
Directs the planning, organizing and execution of the local Emergency Management and Homeland Security activities, conferring as necessary with County and State emergency management agencies and neighboring emergency management directors to assure that its activities are an integral and coordinated part of the overall County, State and National programs.
Maintains and updates the City’s Comprehensive Emergency Management Plan (CEMP) and hazard mitigation, emergency response and recovery plans for the city and mutual aid agreements with neighboring communities.
Collaborates with the City Public Information Officer to keep all residents of the city informed about Disaster Preparedness activities.
Performs emergency management training and exercise activities using Homeland Security Exercise and Evaluation Program (HSEEP) guidelines while coordinating with city departments, mutual aid jurisdictions, state and federal departments and other agencies. Develop a multi-year training and exercise calendar.
Develop comprehensive action reports and improvement plans; track progress on improvement plans.
Ensure National Incident Management System compliance within the City.
Teach emergency preparedness related topics to City employees and response partners.
Provides public education opportunities regarding emergency preparedness, including implementation and maintenance of Community Emergency Response Program (CERT) within the community.
Establishes, maintains, and runs the Emergency Operations Center.
Responds to emergency operations incidents, typically involves reporting to the City EOC, and may function as the coordinator of the City’s emergency operations center
Fill other National Incident Management System Incident Command System roles as determined.
Participates in professional development activities to ensure knowledge of latest KSA’s relating to emergency management.
Secures and maintains information regarding facilities and resources of the local jurisdiction and of neighboring mutual aid jurisdictions for use in emergency situations.
Attends local emergency Management meetings sponsored by the County Emergency Management Office and provides the County Emergency Management office with reports and/or local information.
Advises the needs of the Emergency Management Division and submits budget requests.
This position requires regular and reliable attendance and the employee’s physical presence at the workplace.
Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
Able to establish and maintain effective working relationships.
Candidates should have knowledge of:
Federal, state and local laws, policies, procedures and programs related to emergency management and homeland security.
Homeland Security and emergency management principles.
Robert T. Stafford Disaster Relief and Emergency Assistance Act and HSEEP
Minimum Requirements
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
A Bachelor’s Degree from an accredited college or university with major coursework in emergency management, business administration, public administration, fire service, Emergency Medical Services or Public Safety or a related field. Training, and experience which provides the requisite knowledge, skills, and abilities for this job, may be substituted for the degree.
Three (3) years of progressively responsible experience in public safety work emphasizing information technology and disaster preparedness, emergency management, or a related field preferably within a local government.
Completion of ICS 100, 200, 300, and 400 courses; IS 700 and 800 courses.
Florida Professional Emergency Manager (FPEM) or able to obtain within 36 months of acceptance of position.
CERTIFICATION, LICENSE AND SPECIAL REQUIREMENTS
Mandatory Drug/Alcohol Testing required
PREFERRED QUALIFICATIONS:
Experience designing and conducting a comprehensive exercise program
Possess certificate of completion in HSEEP.
Completion of the FEMA (Federal Emergency Management Agency) Professional Development Series, including the following online Emergency Management Institute Independent Study courses: IS-120: An Introduction to Exercises; IS-230: Fundamentals of Emergency Management; IS-235: Emergency Planning; IS-240: Leadership and Influence; IS-241: Decision Making and Problem Solving; IS-242: Effective Communication; IS-244: Developing and Managing Volunteers.
Completion of the FEMA Master Exercise Practitioner program.
CEM (Certified Emergency Manager through (IAEM)-International Association of Emergency Managers).
Credentials and experience in conducting relevant training
