Service, Integrity, Stewardship, Communication, Collegial Support and Respect, Excellence and Leadership are all values of THA.PURPOSE OF POSITION The Inspector supports Tacoma Housing Authority’s strategic and operational objectives in the following way: ensure that inspected properties comply with all applicable standards, to help property managers and landlords comply, and to perform this job in such a way as to serve as the agency’s positive and constructive representative to participating landlords and tenants. This position performs the field and office work necessary to ensure compliance with Housing Quality Standards as mandated by the Department of Housing and Urban Development as well as other federal, state, and local codes for assisted housing programs, both leased housing owned by THA and rental assistance programs.ESSENTIAL DUTIES AND RESPONSIBILITIESInspections · Inspect properties (including all common, mechanical, grounds and storage areas) for compliance with all applicable program requirements including Housing Quality Standards, codes, ordinances, and regulations.· Perform inspections prior to move-in, annually or semi-annually (as appropriate), at resident move-out, in response to special requests, as a follow-up to a prior inspection to ensure that required work has been completed, and at such other times as required by the supervisor.· Perform all the steps necessary to complete inspection cycle required by governmental and HUD regulations.Determine rents and charges · Determine rent reasonableness by investigating fair rental price by rental location, condition, and comparable area rates.· Verify allowances for resident-furnished utilities and other services.· Execute work order processing on a daily basis; apply resident charges when appropriate.Oversee repairs and work orders, make violation reports. · Work with staff, residents, and property owners in resolving problems, explaining program policies and procedures to assure required repairs are satisfactorily completed.· Coordinate with staff of Property Management and the Rental Assistance Departments to ensure the generation of work orders and assure satisfactory completion of all work.· Submit detailed written report(s) to management of observed lease violations and/or criminal activity.Correspondence, reports and recordkeeping · Prepare, compile, and maintain all required written and electronic documentation relevant to inspection scheduling, performance, deficiencies, status, follow-ups, and compliance.· Prepare correspondence that may be of a complex or sensitive nature to landlords, tenants and area officials as relates to the inspection process.· Compile information and produce reports for PHAS and SEMAP as necessary and directed.Employee accountability · Present a professional image as a representative of THA.· Maintain a high degree of confidentiality relative to work performed.· Perform all these responsibilities in service to THA’s social justice and business mission to assist low-income households and other customers, and to do so in ways that strengthen communities and aspire to programmatic and administrative excellence.· Fulfill all duties and responsibilities with a high level of integrity, honesty and adherence to agency policies and rules.· Establish and maintain effective professional working relationships with co-workers, management, partner agencies and the community.SECONDARY POSITION TASKS· Provide coverage for lateral staff as inspection schedule allows, and as assigned.· Serve as a member of committees, as directed.· Perform related duties or responsibilities as assigned.Job Type: Full-timePay: $50,000.00 – $61,250.00 per yearBenefits:Dental insuranceEmployee assistance programFlexible scheduleFlexible spending accountHealth insuranceLife insurancePaid time offParental leaveProfessional development assistanceRetirement planTuition reimbursementVision insuranceSchedule:Monday to FridayWork Location: Multiple Locations
