Job Description : About the Opportunity
THE IDEAL CANDIDATE
The Stanislaus County Department of Child Support Services (SCDCSS) provides a broad range of support services to its customers including establishment of parentage, establishment of child support orders, enforcement or modification of child support orders, location of absent parents, and collection of support orders. SCDCSS partners with its 154 agency employees, other county, State and Federal government agencies, and numerous community based organizations to provide easily accessed and responsive services. SCDCSS is classified as a ‘large’ county based on its caseload of approximately 23,955 active case files. Annual collections for FY 2020/2021 were $62,829,649.

The candidate will have exceptional interpersonal, communication, and collaboration skills with the ability to provide leadership and direction. The candidate will innovate staff and be creative in planning, developing and implementing programs and working supportively with other entities. THE POSITION
Under the supervision of the Director and/or Assistant Director the Manager III performs complex work in planning, organizing and directing the activities of a child support function. In addition, administrative responsibilities include assisting the Director and/or Assistant Director in preparing, coordinating and monitoring the portion of the Department budget which relates to the function for which responsibility is assigned. The Manager III is also responsible for supervising Manager I/II’s and have a strong commitment to excellent customer service and continuous process improvement
Unless otherwise provided, this position is part of the Unclassified Service of the County and considered “at will” for labor relations purposes. The individual selected will participate in the Stanislaus County Pay-for-Performance program, as well as receive additional benefits.

Typical Tasks
Provide leadership in developing and obtaining a commitment in accomplishing the goals and objectives which support the mission of the Department;
Works effectively, diplomatically, and successfully with various County departments, governmental agencies, staff of the department, and the public; including making presentations;
Develop and manage plans and resources to accomplish the goals and objectives of the department;
Performs and completes a wide range of complex assignments and projects relating to child support issues;
Ensures compliance with state, federal, and local policies, regulations and directives;
Provides technical and administrative policy guidance and direction to division personnel;
Manage personnel issues, including supervising, disciplinary actions, evaluations, recruitments and selection of personnel;
Represent the department at meetings and conferences with representatives of state and federal agencies, local, public and private agencies, community groups/individuals and the media regarding policy and operations matters as directed by the Director and/or Assistant Director;
Manages, oversees, trains and evaluates program and support staff;
Analyzes and develops necessary policies and procedures relating to the activities of a diversified staff;
Meet regularly with division staff to provide direction and ensure goals and objectives are being met;
Develop outcome measures for the programs and personnel within the division;
Develop partnerships and innovative integrated approaches to service delivery;
Participates in the development of the strategic plan, goals, objectives, policies, procedures and to formulate specific plans for their implementation;
Prepares records, reports, correspondence and assists with the writing and submission of grant proposals to various funds; and
Other duties as assigned.
Minimum Qualifications (Skills, Abilities, Knowledge, Education/Experience)

Establish and maintain cooperative working relationships with groups and organizations, employees and officials;
Work with County, State, Federal and local government officials in the establishment of coordinated and effective programs and services;
Act as a liaison to the State Department of Child Support Services and various agencies throughout the community;
Deal with stressful situations; assisting Non-Custodial Parents, Custodial Parents, and other external customers;
Delegate responsibility and authority effectively; effectively handle all aspects of personnel related matters;
Analyze administrative problems, reaching practical and logical conclusions and directing subsequent implementation;
Prepare fiscal and administrative reports;
Plan, direct and coordinate staff assignments;
Work effectively in emergency and stressful situations;
Read and understand financial records and administrative procedures;
Prepare and present clear and concise oral and written reports on technical material;
Communicate effectively both orally and in writing; and
Computer and related software skills, including Excel, Word and virtual platforms.

EDUCATION/EXPERIENCE
Graduation from an accredited four-year college or university with a degree in Public or Business Administration, Accounting, or a closely related field; AND
A minimum of three (3) years of management level experience.
Progressively responsible experience in a related area may be substituted for the required education on a year-for-year basis.
DESIRABLE QUALIFICATIONS

Two (2) years of experience in a State or Local governmental Child Support Program or Human/Social Services program.

EXAMINATION PROCESS
