Job Description : Descriptive Statement
This is a non–exempt position under the direct supervision of the Program Coordinator – Park Ranger. The Park Ranger provides education of and ensures compliance with City Ordinances, rules and regulations within the City’s parks and trail system; patrols parks properties and enforces laws and Park Ordinances; verifies park use permits; promotes park and trail safety; provides assistance and information to park, trail, and recreation facility visitors. This position will be an ambassador to the citizens of Pueblo promoting the City’s parks and recreational facilities and programs.

Duties & Responsibilities
ESSENTIAL FUNCTIONS:
Receives and records complaints regarding violations of the Pueblo Municipal Code Title X
Monitors and secures all City parks and recreational facilities, including all sporting, recreational and special events that occur at the facilities
Ensures adherence to City Ordinances, rules, regulations, and guidelines within the City Parks system
Assists the Program Coordinator – Park Rangers in the supervision and scheduling of the temporary Park Rangers
Acts as a liaison to the public by providing necessary information and assistance to users of Parks and Recreation facilities
Enforces Park rules and regulations by issuing citations within properties managed by Parks and Recreation and reports unsafe conditions in park
Closes parks in emergency situations
Provides exceptional customer service to the community, other Parks and Recreation employees, and other city employees
Provides assistance in emergency situations by calling for police or medical assistance.
Investigates and resolves complex citizen complaints
Maintains records, daily logs, and assists the Program Coordinator – Park Ranger in the development of statistical reports concerning new or ongoing programs’ effectiveness
Responds to complaints, inquiries, and requests for information
Patrols properties on foot and in vehicle monitoring for violations
Issues warnings, issues violation notices (GOS), writes reports, and testifies in Municipal Court
Ensures reserved facilities are safe, clean, and available as scheduled by verifying user permits
Assists Pueblo Police Department and Parks Department’s Volunteer Coordinator with homeless camp cleanups as necessary
Promotes cleanliness of the Parks and Recreation Facilities, which includes posting notices at illegal camping sites
Perform related duties and responsibilities as required
IMPORTANT FUNCTIONS:
May perform duties as assigned of similar classifications of an equal or lower pay grade
PHYSICAL REQUIREMENTS:
Below are the physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation.
Ability to lift, carry, push and/or pull objects weighing up to 30 lbs., will occasionally lift loads of 50 lbs.
Considerable walking and standing on steep, uneven, or icy terrain, as well as other activities requiring a full range of body movement including bending, kneeling, leaning, sitting, stooping, crouching, pushing, pulling, and climbing
Frequent hand/foot/eye coordination for operation of computer equipment and motor vehicles
Far and near visual acuity to read Municipal Code, record data, monitor/observe traffic signals, and to safely operate motor vehicles
Ability to hear verbal instructions and communication from customers and fellow employees by telephone or in person, and warning signals
Manual dexterity is essential in order to enter data into a computer, use constant light grasp, fine manipulation and handling a variety of items including office and computer equipment
Knowledge, Skills & Abilities
Requires knowledge of:
Methods, principles, objectives, and standard practices of security and maintenance
Personal computer operation and software equivalent to Microsoft products
Pueblo streets, locations, and landmarks and a demonstrated ability to distinguish directions
Pueblo City parks and recreation area facilities and their locations
Park rules and ordinances and pertinent City, State, and Federal laws and ordinances
Skill and ability to work successfully with and provide good customer service to supervisors, other City employees, the public, and other agencies
Requires ability to:
Work independently, in the absence of direct supervision
Read, understand, interpret, and explain Municipal Code Title X
Testify in court
Handle sensitive or stressful situations with tact and diplomacy
Perform all functions in a safe manner
Interpret and explain Parks and City policies and procedures
Prepare clear and concise reports
Communicate clearly and concisely, both orally and in writing
Minimum Qualifications
MINIMUM QUALIFICATIONS:
In addition to the knowledge, skills and abilities list above, this position requires:
A high school diploma or GED
An associate degree from an accredited college or university in law enforcement, police science, public administration, parks and recreation administration, or related field
An additional two (2) years of experience, as described below, may be considered in lieu of an associate degree
One (1) year of successful experience as a full-time or part-time Park Ranger, Code Enforcement Officer, or Law Enforcement Officer in a public setting
A valid driver’s license at the time of application and a valid Class “R” Colorado Driver’s license by date of appointment
SPECIAL CONDITIONS OF EMPLOYMENT:
Within first year of appointment, employee must attain first aid, CPR and AED certification
Employee must be able to pass a background investigation and drug screen prior to beginning employment
Upon appointment, employee will be required to obtain certification to carry and use OC/pepper spray while on duty
All required licenses and certifications must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications may result in demotion or termination.
This position involves indoor and outdoor work with exposure to all types of weather conditions for periods of more than one hour throughout the work shift. Position may involve extensive walking while patrolling parks, trails, and recreation facilities. Position may encounter hostile or irate persons. This position can have a reasonably foreseeable occupational exposure to blood borne pathogens.
Employee may be exposed to noise, heights, dangerous chemicals and hazardous conditions, putrefaction created by rotting garbage, animals, rodents, and traffic. Due to the nature of the position, may be exposed to situations that can cause bodily harm from animal bites, insect bites, slips, and falls.
Employee must be willing and able to work a flexible schedule including evenings, weekends, and holidays.
Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information. This requirement applies to all existing City employees as well as external candidates seeking to fill positions that meet the given criteria.
