Job Description : Public Policy Research Analyst VISTA

The City and County of Honolulu’s (“City”) AmeriCorps VISTA Program was established in 2018 to strengthen the city government’s efforts to increase community resilience across the island of O’ahu, Hawai’i. The City VISTA Program embeds VISTA Members in multiple City departments to enhance the capacity of the various departments to respond to the challenges of shocks and stressors like high costs of living, natural disasters, and climate change. In alignment with the VISTA program’s mission, City VISTA Members strive to build capacity, create sustainable solutions, empower communities, and alleviate poverty. The Public Policy Research Analyst VISTA position serves in the City’s Office of Climate Change, Sustainability and Resiliency (“Resilience Office”). This full-time VISTA position will play a key role in equitably advancing priority resilience goals and initiatives as outlined in the O’ahu Resilience Strategy. This VISTA position works across Resilience Office programs to increase the office’s capacity to conduct research and generate tools and partnerships to analyze the benefits and burdens of programs and initiatives to increase environmental, economic, and social equity in project prioritization and implementation. The ideal candidate for this position will have interest in public administration, strong research and writing skills, attention to detail, and deep commitment to equity and climate resilience on O’ahu. This year-long position begins May 9, 2022 and is based in on the island of O’ahu in Honolulu, Hawai’i. All candidates must meet the City and County of Honolulu’s COVID-19 vaccination mandate requirements prior to service.

Member Duties : The Public Policy Research Analyst VISTA will focus on conducting research, collecting data, and creating tools for analyses in support of equitable implementation of existing and future resilience-focused initiatives. Specific activities include: (1) Build a research database to support implementation of key community resilience initiatives as outlined in the O’ahu Resilience Strategy and the City’s Climate Action Plan; (2) Conduct analyses of short- and long-term environmental, economic, and equity impacts of proposed initiatives; (3) Develop tools for measuring and monitoring the effectiveness of Resilience Office programs on increasing community equity and resilience; and (4) Enhance systems for tracking and visualizing performance towards increasing community equity and resilience.
