We are looking for a solution oriented and passionate professional to come work as our new Tiered Rates Contract Administrator.
About The Office of Community Living (OCL):
OCL administers the Colorado Medicaid programs that provide long-term support for people with disabilities and older adults. OCL strives for a system that is person-centered, seamless, and offers a continuum of services and innovative funding mechanisms for Coloradans today and in the future.
As the Contract Administrator IV, what will you do?
As staff authority you will draft contracts for residential innovation projects and will ensure all deliverables are met and contractors meet all requirements.
Oversee and implement processes in the development of a tiered rate methodology for the Alternative Care Facility benefit project.
Lead the development of the necessary contracts, analysis of contractor deliverables, and will make recommendations to leadership for implementing the new rate methodology.
Determines and continually evaluates and modifies performance metrics.
Responsible for the organization and facilitation of meetings with providers, disability community stakeholders, and other interested parties to determine and implement strategies for tiered rates that take into consideration the goals and opinions of all parties.
Analyzes current and future residential service needs to meet the Department’s expectations for a high level of efficiency, economy, and quality of care, making recommendations to leadership.
Required to attend off-site meetings at other agencies, meet with stakeholders and contractors and attend occasional off-site training.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
Bachelor’s degree in health care administration/management, human services, public health care policy, or in a field of study related to the work assignment.
AND
Three years of professional experience managing contracts in healthcare, public health, health policy, or a closely related field.
Substitutions:
Additional appropriate experience will substitute for the degree requirement on a year-for-year basis. Additional appropriate education will substitute for the required experience on a year-for-year basis.
Preferred Qualifications:
Prior relevant state experience in contract administration, health care policy, public policy.
Prior experience managing multiple contracts and drafting contract Statements Of Work (SOW).
Demonstrated ability to interpret and understand state and federal regulations.
Management of multiple contracts to include reviewing, accepting, rejecting and tracking contract deliverables.
Demonstrated ability to identify new approaches, techniques, methodologies and tools to improve operations.
Ability to set and prioritize workload, develop a work plan with tasks, time frames, milestones, resources, and dependencies
Strong communication skills, verbal and written
Ability to be self-motivated and self-directed, while possessing the ability to work in a team environment.

DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor’s or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
CONDITIONS OF EMPLOYMENT
All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
Effective September 20, 2021, employees will be required to attest to and verify whether or not they are fully vaccinated for COVID-19. Employees who have not been fully vaccinated may be required to submit to serial testing in the future. Upon hire, new employees will have three (3) business days to provide attestation to their status with proof of vaccination. Vaccinated employees must provide proof of vaccination.
Note: Fully Vaccinated means two (2) weeks after a second dose in a two-dose series of the COVID-19 vaccine, such as the Pfizer or Moderna vaccine, or two (2) weeks after the single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine, as defined by the most recent State of Colorado’s Public Health Order and current guidance issued by the Colorado Department of Public Health & Environment
This is a term-limited position with funding through March 31st, 2024. Successful candidates will sign a Waiver of Retention Rights and normal personnel rules regarding retention will not apply.
