MAIN FUNCTIONS:
Assists in Directing budget development (operating and capital – macro and micro) to ensure adequate funding of all planned expenditures and enable measurement of financial performance.
Monitor actual performance against budget, provides specific details and recommendations to upper management on status and/or mid-course adjustments.
Manage the planning, development, coordination and presentation of quantitative research analysis which result in the development, prioritization and recommendation of long-range financial plans and operating budget alternatives for NJ TRANSIT.
Extensive Database Analysis. Ability to extract large amounts of data into a straightforward process. Manages, organizes, stores and retrieves data.
Heavy use of financial systems (Oracle, GL Wand, etc.) to run reports and mine data.
Use historical and current trends to assist in preparation of Expense Forecasts.
Collaborate with different departments to achieve business objectives.
Assist with review of Departmental Budget requests. Research and evaluate requests and provide recommendations.
Coordinates and develops financial policies, systems, methods and processes to ensure sound financial management and control.
Manages the development of corporate-wide education efforts relating to the capital/operating budget process and overall impacts on NJ TRANSIT finance/operations.
Manages financial benchmarks to service bids submitted by private Bus Operators with NJ TRANSIT contracting regulations to ensure seamless and economical transfer of route service to contract operators.
Performs technical and financial analysis, such as cost reduction programs, ridership trend analysis to assess budgetary impacts.
Directs Manager Operations Budgets and Principal Budget Analysts. Manages employee resources and delegating responsibilities, including, but not limited to, those described in 1-9 above. Provides training, coaching and mentoring to Ops. Budget team.
Ability to take on Ad-Hoc projects as requested.
EDUCATION & EXPERIENCE:
Bachelor’s degree in Finance, Accounting, Business Administration or a closely related field and at least eight (8) years of budget and financial experience, including three (3) years of management level experience
Master’s degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two years of the above experience requirement.
Solid understanding of Accounting and Finance fundamentals.
Financial Planning & Analysis experience required.
Financial modeling preferred.
Expert knowledge of MS Office Software (Excel, Access, PowerPoint), etc. required. Knowledge of Excel VBA preferred. Knowledge of Oracle or similar software and GL Wand preferred. Advanced Excel skills for large sets of data required.
Leadership ability – manage and motivate employees. Interpersonal skills that allow individual to communicate effectively (written/oral/presentation) with all levels of management staff required.
Prior government agency desired.
