Position Scope

Under general supervision, this position provides high-level coordination on major focus areas such as city/department strategic plans, performance measures and project-based support to the City Manager and Assistant City Manager(s). Works closely with city management and department directors towards the achievement of departmental objectives and the objectives of the city government as a whole. Performs research, statistical analysis, budget evaluation, and prepares and presents complex reports. Serves as an integral member of the Executive Management Team. Manages professional and para-professional staff within the City Manager’s office.

The ability to build bridges and embrace collaborative partnerships in an effort of improving services and creating efficiencies will be critical to the success of the individual in this role.
Primary Duties and Responsibilities
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
Assists the City Manager, and may represent the City Manager’s Office, with planning, coordinating and monitoring of special programs or projects. Performs related duties by conducting research, problem and dispute resolution, program and project management, statistical analysis, and preparation of reports and presentations. Facilitates project meetings and participates in negotiation activities when appropriate.
Establishes effective working relationships with elected officials, management staff, city employees, residents and members of community groups. Knowledgeable about a variety of city issues, policies, programs and services; able to respond to questions, concerns and complaints of varying sensitivity and complexity in a timely, tactful and effective manner.
Attends City Council meetings and workshops, takes notes on behalf of the Leadership Team, and monitors follow-up items; prepares reports and may present at public meetings.
Writes professional reports, letters, and other documents as needed.
Engages with organizations and other municipalities to identify emerging practices and innovative programs, and makes recommendations to the City Manager regarding integration of concepts into the organization.
Works closely with the leadership team on development and progress updates of the city strategic plan, as well integration of the city strategic plan into elements of city operations including the annual budget process, master plans, and department strategic plans, including identifying any gaps and provides recommendations.
Assists in reviewing and editing the City Council meeting agenda and interfaces with the City Clerk’s department on City Council agenda packet; advises the City Manager, Assistant City Manager and City Clerk as necessary on issues related to the City Council agenda.
Works independently and cooperatively with the Marketing and Communications department, to promote various city initiatives to increase public awareness and engagement.
Briefs the City Manager on matters of concern and presents program proposals for approval and submission to the City Council.
May serve as the City Manager’s representative on various committees in the city and the community.
Provides oversight of the City Manager’s Office department budget and acts as a liaison to the Finance Department.
Supervises staff by planning and prioritizing tasks, ensuring policy and procedures compliance, recommending changes and adjustments, monitoring and evaluating staff performance and development.
Demonstrates continuous improvement efforts relating to operations, customer service turnaround times, streamlining of work processes, and works to provide quality seamless customer services.
Serves as the Project Manager for special projects as necessary.
Performs other duties as assigned or required.

Minimum Qualifications & Position Requirements
Education and Experience:
Bachelor’s Degree in Public or Business Administration, or related field, from an accredited college or university and a minimum of five (5) years of related experience, preferably in a local government setting. OR an equivalent combination of education and experience. A Master’s degree is highly desirable.

Plan, analyze, and evaluate programs and services, operational needs, and fiscal constraints
Recognize problems, identify alternative solutions, and make appropriate recommendation

Effectively communicate and use interpersonal skills to interact with coworkers, elected officials, staff, general public, etc.

12 Month Objectives
Attend new hire orientation within first month of employment
Attend and contribute to the weekly Executive and Leadership staff meetings
Assist the City Manager, Executive Team and City Council in formalizing a City Strategic Plan
Create relationships throughout organization and with city partners
Work with the City Manager to develop individual goals that support the mission of the City Manager’s department and the City
Become familiar with, lead, coach, and mentor direct reports
Additional Information
Special Requirements: Must possess a valid Arizona Driver’s License
