Key Responsibilities:
The Director of Parks and Recreation position is responsible for managing, directing, and overseeing all services and activities of the Parks and Recreation Department. This includes the planning, directing, and supervising the work of full-time and part-time department staff, along with the administration of the department budget. In coordination with the Recreation Assistant Manager, they manage the day-to-day operations of SVCA’s recreational amenities, along with the administration of all SVCA facility rentals. The Recreation Manager collaborates with the General Manager and the Management Team to ensure consistent delivery of SVCA’s recreational amenities to the membership. They are responsible for the promotion and maintenance of all facilities, and they ensure exceptional customer service is provided to our members and the public utilizing our amenities.
Description of Duties:
General:
Provide exceptional customer service, perform job duties with accuracy and attention to detail.Educate Members and public on facility and Department rules and standards.Assume management responsibility for all services and activities of the Parks and Recreation Department, including the maintenance of all parks, buildings, and related facilities.Recruit, select, train, motivate, schedule, supervise, and evaluate full-time, part-time, and volunteer staff; provide staff training; work with employees to correct deficiencies; implement discipline and termination procedures.Collaborate with the Management Team on the creation, maintenance, and execution of Standard Operating Policies and Procedures for the Parks and Recreation Department.Collaborate with the General Manager and Director of Finance in the development, preparation, and administration of Department Budget, including preparing cost estimates and justifications for budget recommendations, researching and
recommending capital improvement projects, and monitoring and controlling expenditures.
Collaborate with the General Manager and Recreation Assistant Manager in establishing and maintaining applicable fees for facility rentals, along with recreational amenity and marina use fees. Includes researching and documenting market rates and comparable fees.Participate in the development, planning, and implementation of SVCA Capital Improvement Projects related to the Department.Oversight of the Recreation Assistant Manager in the management of all SVCA facility reservations and marina operations.Tracking and coordination of all recreational maintenance related issues.Serve as staff liaison to the Board of Directors for the Parks and Recreation Department.Prepares a variety of complex analytical and statistical reports and presentations for the General Manager and Board of Directors.Management of all contracts for maintenance and use of recreational amenities and activities.Planning and directing staff in the execution of SVCA sponsored events.Collaborating with the Administration Department to distribute all promotional and public relations materials to support recreation programs, events, and activities.Directs the upkeep of parks, recreation, and marina information on the website, social media pages, and weekly e-blast.Continuously monitor and evaluate the efficiency and effectiveness of Department methods, procedures, and programs; assess, monitor workload, identify and implement opportunities for improvement; review with General Manager.Perform other duties as assigned by the General Manager or Operations Manager.
Community Center:
Management of the day-to-day operations of the Community Center and its associated facilities. This includes but is not limited to pools, fitness center, locker rooms, multi-purpose rooms, kitchens, and event space.Hire, fire, discipline, supervise, train, direct and schedule recreation department employees stationed at the community center.Management of recreation class instructor contracts, insurance, scheduling, advertisement, and monthly billing reports.Monitor and maintain the orderly operation of the equipment in Fitness Center and locker rooms. Tracking of equipment service needs and repairs.Responsible for ensuring injury waivers for use of amenities are obtained and filed for all people utilizing SVCA recreation amenities.Management of community members recreation center access cards. Tracking of issued cards and ordering additional access cards as necessary.Responsible for daily till transaction and coordination with Accounting Department as necessary.Collaborating with the Maintenance Manager to ensure all routine repair and maintenance is completed on a yearly basis to the facilities. Assist the Maintenance Manager in keeping an on-site log of all facility maintenance activities.Collaborate with the General Manager and Maintenance Manager on all infrastructure repairs outside the scope of routine maintenance.
Pools:
Management of the day-to-day operations of the Main Pool and Quiet Pool.Hire, supervise, schedule, direct, train, discipline, and fire lifeguard employees for the Main Pool.Creation of pool schedules for the Main Pool and Quiet Pool.Administration of yearly contract for maintenance of the pools by professional pool management company.Responsible for ensuring yearly permits are obtained through Whatcom County Health Department for the operation of both pools.Responsible for ensuring all pool safety standards are compliant with applicable local, state, or federal laws.Oversee the sale of pool passes to Non-Members and obtaining injury waivers.Collaborating with the Maintenance Manager to ensure all routine repair and maintenance is completed on a yearly basis to the facilities. Assist the Maintenance Manager in keeping an on-site log of all facility maintenance activities.Collaborate with the General Manager and Maintenance Manager on all infrastructure repairs outside the scope of routine maintenance.
Parks and Trails:
Oversee and collaborate with the Recreation Assistant Manager in the maintenance and operations of SVCA’s parks and trails.Collaborate with the Recreation Assistant Manager on the research, development, and presentation of parks capital projects.
Marina:
Oversee and collaborate with the Recreation Assistant Manager in the maintenance and operations of SVCA’s marina.Collaborate with the Recreation Assistant Manager on the research, development, and presentation of marina capital projects.Collaborating with the Maintenance Manager to ensure all routine repair and maintenance is completed on a yearly basis to the facilities. Assist the Maintenance Manager in keeping an on-site log of all facility maintenance activities.Collaborate with the General Manager and Maintenance Manager on all infrastructure repairs outside the scope of routine maintenance.
Supervision:
Works under the direction of the General Manager and in collaboration with the Management Team.
Physical Demands and Working Conditions:
Bending, stooping, kneeling, reaching, lifting, and carrying approximately 25 pounds at waist high level. Frequent sitting, some standing, and walking required. Extensive use of computer terminal and keyboard. Moderate to high requirement for hand coordination, visual ability, and cognitive abilities. Must tolerate moderate noise levels and interruptions in an open office environment. Works indoors in controlled conditions and outdoors in potential inclement weather.
Minimum Experience and Qualifications:
A Bachelor’s Degree from an accredited college or university in public administration, recreation, physical education, or a closely related field is required; five years of increasingly responsible work experience in the management of personnel and the administration of recreational programs and services or any combination of education, training, and experience which provides the required knowledge, skills, and abilities. CPR/First Aid certificates and possession of a valid Washington State Driver’s License are required to be maintained while employed by SVCA.
Knowledge of:
Modern principles of park planning and design.Modern principles and methods for developing and implementing a wide variety of recreation, social, and leisure activities for adults and children.Federal, State, and County laws, codes, regulations, and guidelines affecting recreation programs and activities.Principles of human resource management, supervision, training, and performance evaluation.Principles of facility supervision, facilitation, and maintenance.Good computer skills.
Ability to:
Manage, direct, and coordinate the work of department staff.Recruit, select, supervise, train, and evaluate staff.Provide administrative support and professional leadership and direction of Parks and Recreation Department.Perform responsible and difficult work involving the use of independent judgement and personal initiative.Interpret and apply federal, state, and county laws, codes, regulations, and guidelines affecting recreation programs and activities.Analyze problems; identify feasible solutions; project consequences of proposed actions and implement recommendations in support of goals.Establish and maintain effective working relationships with staff, volunteers, the Board of Directors, members, the public, governmental agencies, contractors, and vendors.Plan, develop, direct, and evaluate comprehensive recreation programs and services for the Community.Assess and monitor community needs; identify opportunities for improving service delivery methods and procedures.Maintain administrative systems for facility and program scheduling, calendaring, and other functions.Develop, analyze, interpret, implement, and explain Departmental policies and procedures.Participate in long-range and strategic planning.Work effectively under pressure and deadlines with consistent interruptions.Communicate clearly, concisely, and effectively both orally and in writing.
