More information can be found at https://www.ncua.gov/about-ncua/careers/pay-benefitsAs a IT Specialist (InfoSec), you will:Serve as an expert authority for integrating IT operations and cybersecurity projects and efforts. Resolve problems and issues across all phases of IT project/program conception, planning, design, execution, and evaluation.Lead, coordinate, communicate, integrate, and is accountable for the overall success of the IT service delivery for IT capabilities in support of the OCIO program and enterprise priorities.Oversee key functional areas within OCIO that enable the delivery of a high-quality service to end-users and ensures Service Support/Service Delivery processes are in place to meet the needs of NCUA customers.Serve as a primary stakeholder in the underlying IT operational processes and functions that support the IT services, while providing direction and monitoring of all significant activities to ensure IT services are delivered successfully.Manage and monitor incidents, requests, changes, and escalation processes, ensuring high levels of performance and accurate reporting in these processes. Establish service improvement activities, when required.Monitor Quality of Service and Performance metrics, ensuring future IT requirements are understood and factored into capacity planning for enterprise systems.Perform needs analyses to determine opportunities for new and improved business process solutions.Evaluate the effectiveness of procurement functions in addressing IT and cybersecurity service delivery requirements, and supply chain risks through procurement activities, and recommends improvements.Review service performance reports, identifying any significant issues and variances. Initiate corrective actions, where necessary, ensuring follow up on all outstanding issues.Work with Division Directors, project managers, service delivery/deployment managers, and system owners to balance and prioritize services to meet overall customer requirements, constraints, and objectives.Manage and administer knowledge management processes and tools that enable the organization to identify, document, and access intellectual capital and information content.Conduct training of personnel within the pertinent subject domain. Develop, plan, coordinate, deliver, and/or evaluate training courses, methods, and techniques.Gather feedback on customer satisfaction and internal service performance to foster continual improvements.Coordinate and manage the overall IT security services provided to NCUA customers end-to-end.Qualifications: Applicants must possess IT related experience demonstrating EACH of the four IT Specialist competencies AND one year of specialized experience as described below:1. Attention to Detail – Is thorough when performing work and conscientious about attending to detail.2. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; and is committed to providing quality products and services.3. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.4. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.You must have one full year of specialized experience equivalent to the next lower grade level in federal service. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.To qualify at the CU-13 level, you must have one full year experience equivalent to the CU/GS-12 level in federal service (obtained in either the public or private sectors.) This experience must include:Supporting the management of a service desk (e.g. staffing management, service desk metrics, escalations, etc.) and customer-facing IT services (e.g., business productivity, unified communication and collaboration, security, etc.).To qualify at the CU-14 level, you must have one full year experience equivalent to the CU/GS-13 level in federal service (obtained in either the public or private sectors.) This experience must include:Leading the management of a service desk and customer-facing IT services (e.g., business productivity, unified communication and collaboration, security, etc.), briefing executive leaders on IT service level metrics.The ideal candidate will possess the following certifications: 1. Federal Acquisition Certification for Program and Project Managers Level II (FAC P/PM-II)2. Contracting Officers Representative Level 13. Information Technology Infrastructure Library (ITIL) v11 Foundations Training and CertificationYou must meet the qualifications and the basic requirements (as described below) for this position by the closing date of this announcement.
