Job Description : Summary:
Plans, directs, manages and oversees the activities and operations of the Township Secretary Department, which includes Township Board Agenda Management, Election Administration, Records Management, and Public Information.
Essential Duties and Responsibilities:
Assumes full management responsibility for all department services and activities
Develop, present and/or assist in the planning and implementation of new or revised policies, procedures and programs to meet department goals.
Plan, organize and coordinate agenda process for Boards of Directors and Committees, including:
Coordination of Board agendas and oversight of preparation and distribution of Board and Committee packets
Perform or supervise all meeting preparation
Perform or supervise the maintenance of official Board/Committee records and files
Write and manage Board resolutions
Ensure public notice in compliance with the Texas Open Meetings Laws
Prepare and monitor yearly Board calendars
Coordinate and provide staff support and analysis for various Board committees on issues such as legislative, governance and board operations.
Maintain official Board governing documents including policies and procedures.
Develop and administer the budget for the Township Secretarys Office.
Research and produce correspondence and reports for the President and Boards of Directors.
Represent the Township Secretarys Office in meetings with customers, community organizations, employee organizations, Board members and other institutions.
Develop or update functional or operational manuals outlining established methods of performing work in accordance with organizational and/or board policy.
Monitors and evaluates the quality, responsiveness, efficiency and effectiveness of the Departments programs, service delivery methods and procedures; works with subordinate employees on the continuous improvements of systems and programs.
Provides highly responsible and complex administrative support to the Township; coordinates agenda items; attends meetings; records minutes of meetings; ensures meetings comply with mandated requirements, including the Texas Open Meetings Act; arranges for preparation and distribution of minutes and agenda materials.
Recommends rules and regulations to be adopted to protect Township records; establishes systems to file and maintain official records including minutes, orders, resolutions, contracts, judgements, surety bonds, deeds, elections and other records; and ensures all records are maintained in compliance with mandate requirements including the Texas Public Information Act.
Serves as the Chief Election Official and, as such, directs work involving Township governmental elections in conjunction with County Elections Offices and Township legal counsel; monitors elections procedures during election process; ensures compliance with Texas election laws, rules and regulations; responds to questions regarding policies and procedures; serves as local filing authority for candidates and office holders; and ensures records are open to the public in accordance with state law.
Coordinates covenant-based non-governmental annual elections for Residential Design Review Committees.
Responds to and resolves difficult and sensitive citizen inquiries or complaints.
Designated as the Records Management Officer and, as such, is responsible for the Townships records retention program, including the preservation, maintenance, and disposal of Township records in accordance with the Texas State Library requirements and the Townships records retention policy adopted by the Township Board of Directors.
Management and Supervision:
Directly supervises employees and work requires managing and monitoring work performance by directing subordinates, including making final decisions on hiring and disciplinary actions, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments, as needed.

Education:
Bachelor’s degree (B. A.) in Business or Public Administration, a Master’s degree is preferred; and over seven years up to and including nine years of related experience within a government agency, including at least three years of supervisory experience.
Relatable Experience:
Must be familiar with and have good working knowledge of the Texas Open Meetings Act, the Texas Public Information Act, the Texas Election Code, and requirements for records retention set out in state law.
Training (License and/or Certification):
Notary Public Certification or ability to obtain within six months of employment is required.
City Secretary Certification by the Texas Municipal Clerks Certification Program preferred.
