Job Description : Duties
The Administrative Officer:
Supervises and coordinates staff efforts to ensure that continued high quality performance is maintained, conflicts are minimized and that policy decisions are effectively carried out.
Provides guidance on short- and long-range plans and directs budgets to help achieve the SCBI’s goals.
Directs and coordinates operational programs and activities, including budget formulation and execution, human resource management, procurement and contracting, housing, and Front Royal campus physical site operations to include safety and land management.
Serves as advisor to the Director on all matters relating to the operation of SCBI facilities in Front Royal, VA, Washington, DC and remote locations including those in Montana, Hawaii and 25 other countries.
Advises the Director in the formulation of operational policies, program goals and objectives. Develops short- and long-range plans to accomplish SCBI program goals and objectives.
Collaborates with senior staff to successfully implement plans using specific programs and projects and monitors their progress.

Qualifications
Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-13 level in the Federal Service or comparable pay band system. For this position Specialized experience is defined as One year of specialized experience with responsibilities for providing advice to management on insight, analysis, coordination, and liaison with respect to operational, financial, and programmatic activities related to those of the Smithsonian Institution. Experience administering teamwork load including resource management, team leadership, and communication with team members, managers, customers, and stakeholders. The experience includes supervisory activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.
