Job Description : Duties
Responsibilities include:

Lead research and analysis
Lead TSC reporting, publishing and publications management
Support Executive Education, Engagement/Outreach and TSC Support Functions
Interacts with and presents study and research results to senior officials in the Office of the Secretary of Defense, the combatant commands, other U.S. government agencies, foreign governments, and various non-governmental institutions to achieve assigned objectives that support DoD security policy priorities and TSC outreach activities
Supervises and assigns work to the research and communications staff based on analysis of work requirements, taskings, and duties

Qualifications
Essential selection criteria:
General understanding of Arctic security dynamics including the interplay of some or all of: history, geography, environment, politics, economics, population, demographics and culture.
Knowledge of key public and private actors and networks that can contribute to developing strategies to contend with Arctic security challenges
Ability to recommend policy objectives to address Arctic security challenges
If a male born after December 31, 1959, must certify registration with the Selective Service System, or be exempt from having to do so under the Selective Service Law

The following are preferred attributes:
Doctoral or Master’s degree in security-related field
Experience living or working in the Arctic Region
Proven ability in teaching and seminar facilitation
Proven ability to function as an effective, collaborative team member
U.S. citizen; or foreign national who has resided in the U.S. for three of the last five years and is eligible for H-1B work visa
Desirable selection criteria:
Experience working in multinational settings at the operational, strategic, or policy level
Education
Basic Requirements

Degree: behavioral or social science; or related disciplines appropriate to the position.
or
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
or
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Additional information
Salary and rank are commensurate with qualifications. Salary range is $142,227 – $191,945 inclusive of locality pay (30.42%) and cost of living allowance (COLA), currently 2.48% but subject to change. All faculty at the Ted Stevens Center for Arctic Security Studies are employed on a limited term, excepted-service positions, for up to three years, with the possibility of renewal. Relocation expenses may be authorized.

COVID VACCINATION INFORMATION: To comply with the recent preliminary nationwide injunction on Executive Order 14043, Requiring Coronavirus Disease 2019 Vaccination for Federal Employees, the Department of the Navy is not taking any action to implement or enforce the COVID-19 vaccination requirement. The Ted Stevens Center for Arctic Security Studies (TSC) invites applicants to apply for the position of Administrator of Research & Analysis. The Administrator of Research & Analysis is responsible to lead a focused team and coordinate across the Center to plan, organize, execute, and report on research and analysis in support of OSD (Policy), Unified Command, and military service mission needs in accordance with established statutory authorities and DoD Directives.

All applicants with expertise in Arctic security challenges will be considered. Priority will be given to those with particular expertise in any of the following areas:

The security implications of climate change – especially with respect to the Arctic region;
Research and/or studies into operationally relevant matters to security and defense matters
