We are looking for someone to join Team Yuma as an Assistant IT Director. with the Department of Information Technology. This ideal candidate will direct daily operational activities as they relate to Technical Services and Operations of the City’s IT systems.

Under limited supervision, this job classification directs the planning, development, analysis, evaluation, implementation and maintenance of core Information Technology Services (ITS) systems used by City departments, external partners and citizens of the community. Coordinates and participates in special projects, serves on committees, creates and administers technology management framework and corresponding performance metrics. Manages and evaluates the work efforts and budgets for various ITS disciplinesworkgroups including application, infrastructure, security and telephony.

Essential duties and responsibilities may include, but are not limited to, the following:
Directs daily operational activities of the Department. Plans and prioritizes tasks, ensures compliance with appropriate governing authorities and internal policies and procedures, directs and participates in research associated with new technologies, develops and administers service level agreements, software and hardware contracts, establishes and manages service delivery mechanisms and corresponding reporting capabilities.
Designs, configures, implements, administers and reports on the City’s application and infrastructure portfolio and ensures proper alignment with operational capability and technology needs of the City and all other business partners.
Directs, coaches and trains staff, and evaluates performance; meets regularly with staff to discuss and resolve priorities, workload, resource allocation, budgets, technical issues, quality standards, and services.
Plans, executes and reports on technology related projects; develops and manages budgets; assures all project and operational issues are properly addressed and resolved.
Monitors system environment, access, security, functionality, and utilization; manages resolution of traffic, integration, security and access problems; assures optimum performance and system integrity.
Proactively manages the City’s technology portfolio lifecycle; conducts benchmark studies, research, evaluates trends and develops and implements plans or roadmaps to procure, implement or manage current and future technology footprint.
Develops Request for Proposals (RFP), Statements of Work (SoW), and other procurement vehicles, evaluates proposals, recommends vendors, negotiates contracts.
Supports the relationship between the City of Yuma and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, and complies with all City policies and procedures.
Maintains absolute confidentiality of work-related issues and City information; performs other duties as required or assigned.
MINIMUM QUALIFICATIONS

Education, Training and Experience Guidelines
Bachelor’s Degree in Computer Science, or technical school degree in Computer Science in Information Systems, Technologies, Engineering, Mathematics, Networking or related field, five years of recent professional experience in one of the following IT Service Areas: Operations, Infrastructure, or Business Applications, OR an equivalent combination of education, training and experience.

Knowledge of:
Current IT operations, policies and procedures, industry standard regulatory compliance and governing authorities.
Hybrid IT service delivery models including physical, virtualized, on premise, hosted, and outsourced.
Interrelationships of project planning, system and application development, database administration, user interface and data integration aspects as they relate to the creation of IT commodity, products, and services.
Principles and practices of Information Technology Service Management – Initialization, Planning, Design, and Implementation within a large complex – integrated IT environments (PMI – PMLC/SDLC framework).
Principles and practices of Information technology Information Library – Service Management – Incident, Problem, Change and Configuration management (ITIL framework).
Various techniques for identifying, monitoring and reporting on performance metrics.
Various IT disciplines including Infrastructure, Networking and Telecommunications, Business Continuity and Disaster Recovery, Business Applications, and Security.
Principles and practices of public sector administrative management, including cost accounting, budgeting, purchasing, vendor and contract management, and customer service.
Effective and versatile leadership methods and management concepts.
Techniques and practices for efficient and cost effective management of resources and reporting capabilities.

Skill in:
Developing, marketing and executing operational and strategical plans.
Translating complex technology related concepts to a variety of audiences including employees and City Administration, elected and appointed officials, citizens, and internal and external business partners.
Evaluating, designing, implementing, administering, and reporting on various types of technology solutions (hardware and software) and corresponding services.
Developing, implementing, administering and reporting on various Technology Management Frameworks.
Analyzing enterprise systems, identifying problems, and prioritizing multiple tasks and projects.
Serve as a catalyst for creating and managing change.
Using initiative and independent judgment within established procedural guidelines.
Working independently in a technical environment with interlinked and changing priorities.
Managing staff, delegating tasks and authority, and coaching to improve staff performance.
Establishing and maintaining cooperative working relationships with City employees, officials, and representatives from other local, state and Federal agencies.
Communicating effectively verbally and in writing.

LICENSE AND REQUIREMENTS
A valid Arizona State Driver’s License is required. Terminal Operator Certification (Level-D) for access to Arizona Criminal Justice Information System (ACJIS) is required within six months of hire. Depending on assignment, may be required to participate in an advanced background investigation through the City of Yuma Police Department.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment; may occasionally be required to bend, stoop, crawl, and navigate tight spaces; requires use of hands; requires vision capacity at close range and ability to differentiate between colors.

An employee in this class may be required to live inside the City limits within eighteen months of appointment.
