The Monmouth Vicinage is seeking an individual committed to the provision of quality service, with strong leadership, administrative, conflict management, communication and writing skills to serve as the Municipal Division Manager. Under the direction of the Trial Court Administrator, this position serves with the Presiding Judge of the Municipal Courts as the executive component of the Municipal Division of the Superior Court. The Municipal Division Manager ensures that the Vicinage’s 52 Municipal Courts operate in compliance with the New Jersey Court Rules, Statutes, Administrative Directives and policies established by the Administrative Office of the Courts and the Vicinage Assignment Judge. The Municipal Division Manager plans and provides support and oversight to the Vicinage’s municipal courts in all areas of court administration and operations, including: case management; backlog reduction; court improvement plans; continuity of operations; on-site visitations; court session evaluations; court consolidations; facility renovations; security plans; budgets; presentations and trainings; hiring and recommending personnel actions; budgets; financial audits; certification and accreditation status of court personnel; volunteer mediation program; and technical assistance to municipal Judges and court staff.
The Municipal Division Manager also: provides guidance to the Assignment Judge, Municipal Presiding Judge and Trial Court Administrator on municipal court matters; formulates and directs the implementation of Judiciary programs, policies and procedures; manages Judiciary resources; facilitates and/or leads discussion among judges, court personnel and municipal officials; administers division budget; responds to inquiries and investigates complaints from the public, litigants and attorneys; supervises staff, sets objectives for work performance; assigns work to team members; and serves as a subject matter expert in municipal court operations. The selected candidate will provide exceptional customer service to judges, managers, employees, litigants, the public and diverse/limited English proficient court users. This position requires frequent travel throughout Monmouth County and the State of New Jersey.
Note: This position may qualify for up to 1 day of remote work outside of Judiciary buildings based on position. To participate in this program, you will be required to have high speed home internet access. This program does not supersede the “New Jersey First Act”, which requires newly hired Judiciary employees to establish and then maintain, principal residence in the State of New Jersey.
Effective February 1, 2022, the New Jersey Judiciary will require all state court judges and staff to provide to Human Resources either (1) proof of initial vaccination and booster against COVID-19 once eligible to receive the booster; or (2) results of weekly tests for COVID-19. This information is maintained in a secure Judiciary application that is accessible only by a limited group of Human Resources staff.
Qualifications
Graduation from an accredited college or university with a bachelor’s degree and five years of professional administrative and/or program management experience which shall have included responsibility for reviewing court activities for compliance with laws, court rules or administrative directives; consulting with judges, attorneys and law clerks; evaluating case management systems; coordinating activities between agencies, government and enforcement units; and/or preparing and analyzing case processing statistical reports and three years of supervision of staff.
Substitution: Applicants who do not possess the required education may substitute additional professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. An associate’s degree and two years of additional professional experience may be substituted for the required bachelor’s degree. A master’s degree may be substituted for one year of experience as indicated above -OR- a law degree may be substituted for two years of experience as indicated above.
Supplemental Information
Driver’s License: Appointee will be required to possess a driver’s license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.
Authorization to Work: US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.

Residency Law: Pursuant to N.J.S.A. 52:14-7 (L. 2011, Chapter 70), also known as the “New Jersey First Act,” all persons newly hired by the Judiciary must establish, and then maintain, principal residence in the State of New Jersey.
Minimum Salary Note: For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary or up to 15% above minimum based on experience, not to exceed the maximum of the range or the minimum salary of the band/level, whichever is greater.
