Job Description : Responsibilities
JOB DESCRIPTION: The Director of Plant Operations/Safety is responsible for oversight of public utilities, security systems (alarms, access controls, etc.), HVAC systems, physical plant operations, information technology, grounds landscaping as well as managing capital projects. This individual ensures compliance with pertinent healthcare building codes, accreditation standards, OSHA, and contractual work specifications; and oversees emergency facilities operational initiatives and plans. In addition, this individual oversees all construction projects and any work performed by outside vendors and contractors, while assuring that all work performed meets fire and safety codes.

JOB RESPONSIBLITIES:
Safety
Participates in the development and revision of all policies and procedures related to Safety and Environment of Care (EOC) compliance. Uses research and regulation in policy formulation.
Monitors all environments for safe practices. Directly observes staff behaviors to identify methods to reduce risks.
Educates staff on EOC regulations including fire safety, emergency procedures and codes, MSDS, etc. during orientation, annual skills fair, and on an on-going basis.
Annually evaluates EOC compliance program. Analyzes trends and effectiveness of strategies.
Leads and chairs the EOC Committee. Conducts safety rounds with other EOC committee members and makes recommendations for corrective actions.
Develops plans and conducts fire and emergency preparedness drills including use of Hazard Vulnerability Analysis and community involvement.
Serves as Safety Officer.
Grounds and Building
Schedules work based upon established priorities, budgetary constraints and agreed upon plan of preventative maintenance.
Conducts various maintenance inspections and safety surveys to ensure a safe environment according to various local, state and federal regulations and other applicable standards.
Ensures proper maintenance in all areas of the environment including buildings and grounds.
Oversees maintenance on all equipment, buildings, vehicles, etc. as necessary.
Ensures that all new equipment is tested prior to being placed into services.
Ensures that periodic testing are carried out and that training protocols are established for its use.
Coordinates the ordering, stocking and monitoring of supplies, parts and various equipment.
Researches the purchase of new items and completion of the CAR process. Assists in the design, development, planning and bidding phases.
Manages construction and tracks all construction projects
Negotiates appropriately with various contractors and suppliers of the facility and supervises the work.
Provides for the maintenance and back up of utilities, mechanical, telephonic and alarm systems.
Manages construction projects, including coordinating with contractors for design and build out, budget management, project management and code compliance.
Information Technology
Oversees the management of all daily Information Technology department activities
Identifies and articulates the vision and strategic direction for Information Technology department and collaborates on the implementation of operational strategies/initiatives to achieve them.
Additional Performance Standards
Participate in the annual budget preparation.
Ensure the facility’s dollars are spent in the most economical fashion to maintain the equipment in the plant.
Provide support in planning and achieving remodeling projects.
Coordinate with outside contractors any necessary repairs beyond facility operations capability or time scope, within reasonable cost.
Maintain a record of attendance to meet expected standards.
Demonstrate a professional attitude and supports the objectives of the facility’s Service Excellence, marketing and guest relations philosophy through internal and external communications and interactions with all levels of staff, patients, family members, guests, community and referral courses.
Adhere to facility, department, corporate and standard policies and procedures.
Attend all mandatory facility in-services and staff development activities as scheduled.
Adhere to facility standards concerning conduct, dress, attendance and punctuality.
Support facility-wide quality/performance improvement goals and objectives.
Maintain confidentiality of facility employees and patient information.
Qualifications
EDUCATION/EXPERIENCE:
Education: Bachelor’s degree in Facilities Management or related field.
Experience: A minimum of five (5) years facilities management or related experience with at least two years in a supervisory capacity. Must have experience with reading blueprints and understand Life Safety Codes, Joint Commission and other regulatory Standards and OSHA Regulations. Experience in a psychiatric facility highly preferred.
Licensure: Must have a valid driver’s license.
Additional Requirements: HVAC Certification preferred. Proficient in Microsoft Office Word, Excel, Outlook. Must possess strong verbal and written communication skills; Excellent time management and organization skills.

MINIMUM REQUIREMENTS OF THE POSITON:
Must be willing and able to execute the patient de-escalation methods, both verbal and physical.
Must be able to complete new hire requirements such as State of Alaska Background Check and Drug Testing.
Must be able to demonstrate special training, knowledge and skills specific to age groups, as well as job and/or program specific competency within the first three (3) months of training.
Must be certified in CPR and Handle with Care within the first month of training and annually thereafter.
Must complete all mandatory in-services annually.
Must be tested for Tuberculosis with a PPD skin test or chest x-ray upon hire; PPD skin test required annually or chest x-ray annually thereafter.
Must be at least 21 years of age.
