The Outside Plant Designer is responsible for preparing and updating digital data maps for client fiber optic and other forms of communication networks. The Designer II will import field data into our GIS-based design software and work with engineering staff to complete preliminary and final system designs, including map books, plan and profile and permit applications for construction phase services.SUMMARYActs as a lead specialist for a Fiber and Broadband by providing guidance, training and/or task supervision to OSP professionals practicing in multiple focuses including, design, fielding, permitting, and pole load analysis. Independently applies learned skills and technical ability to assist professionals in application of principles, methods, and techniques of engineering technology by performing the following duties. We are looking for someone who values diversity, as the Project Designer will be assigned to multiple clients with highly varied business and technology models, including GPON, Open Access, Wireless and other technologies.ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.Uses professional judgement to independently complete, develop, and assign OSP design tasks within federal, state, and local established criteria.Under the direction of the Project manager, assigns and manages tasks and schedules to designers and fielders.Ensures the accuracy of completed tasks through the use of established HR Green QA/QC processes established for each project.Completes major design tasks that meet the needs of internal and external customers.Monitors and pro-actively identifies or corrects technical, schedule or financial issues through effective communication with the Project Manager or other management staff.Assists the Client in bidding or contractor selection if authorized by the Project Manager.Monitors and supervises field personnel assigned to a task, data collection or a specific project.Responds to contractor questions and issues and prepares and issues project addenda as needed.Recommends and prepares change orders, if authorized by the Project Manager.May participate in preparation of engineering services proposals, including the calculation/estimation of time schedules and costs of the proposed work.Independently communicates on technical matters with the client.Under limited supervision, reviews project specifications and conducts necessary work required for plan preparation, evaluation of field conditions, design changes, and reports.Drafts detailed dimensional drawings such as those needed for Fiber Optic Network construction projects.Perform and review utility pole field route feasibility investigations, utility pole field data collection, data entry, pole loading analysis. Able to identify service providers and cable types (e.g., CATV, COAX cable, Fiber cable, copper cable)Understanding of local, county, state permit requirements (e.g., Traffic Control, encroachment, Right of Way, easement, etc.) when applicable.Review data from field investigations for the preparation and/or QA/QC of plans or work order drawings.Works cooperatively with Design/Field Specialists, Engineers, and/or CAD professionals to complete assigned work.May perform field site meets with developers, customers, local agencies.Interacts with client technical staff to ensure continuity of projects and assigned tasks, as required.Make recommendations for changes in running line or construction methodologies using to knowledge of or experience in environmental conditions, construction access by crews or congestion of utilities.EDUCATION/EXPERIENCEAssociate’s degree (A. A.) or equivalent from two-year college or technical school required. A degree in Civil, Mechanical or Electrical Engineering preferred. Minimum of 5 years’ experience in construction, planning and/or design of Fiber Optic Network related experience or training; or equivalent combination of education and experience. Must have received training on equipment commonly used in the generation of engineering-related tests and analysis. Must have a demonstrated ability to lead and/or mentor less experienced professionals.
