Job Description : General Statement of Job
This highly responsible professional administrative position assists in directing all divisions of the Town of Palm Beach Recreation Department operations including general administration, facility management, programs & events, and general maintenance. The Assistant Director position offers the right person a great opportunity to join a passionate, collaborative and dedicated team of recreation professionals in a country club like atmosphere. The newly built 84 slip superyacht marina, the award winning Palm Beach Par 3, the Mandel Recreation Center, two tennis centers, and Seaview Park are under the general direction of the Recreation Department. All recreational assets are on the island of Palm Beach located between the beach and intracoastal waterways. We provide recreational, social and wellness programs to the residents and visitors of the Palm Beach island community. Duties in this position require considerable initiative and latitude for the use of independent judgment and decision making in order to accomplish the recreational objectives that are suitable to the community and its needs. This also includes the direct supervision of one or more of the divisions within the Recreation Department. Work is performed under the general direction of the Recreation Director.
Essential Functions
Assumes duties of the Recreation Director in the Director’s absence.
Lead in the preparation, forecasting, administration, and monitoring of departmental budgets. Continually monitors revenues and expenditures to assure sound fiscal control. Assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
Assist with the administration and coordination of departmental activities, determining priorities of resources, program planning, marketing, facility supervision, and evaluation.
Establish and maintain rules, regulations and procedures for Town recreation programs, facilities and related services.
Assist with the development, formalization and execution of contractual agreements.
Occasionally researches and writes grant applications that could enhance the department’s programs and facilities.
Assists in formulating the scope of work for department related capital improvements, renovations, and repairs.
Works with maintenance staff and other departments to ensure that all facilities, grounds, and the playground are always in good working condition.
Directs maintenance and repairs of division facilities, vehicles, and equipment.
Assists with the establishment and updating of joint use relationships and related agreements with the public and private schools, associations, and other organized groups.
Provides assistance with correspondence and backup information, and represents the department as needed for Recreation Advisory Commission meetings and items.
Responds to public inquiries and engages with the public on numerous issues related to the department and its programs.
Reviews external marketing/advertising brochures, publications, and correspondence.
Administers the planning and evaluation of a wide variety of department programs and activities.
Assists the Director with a variety of administrative projects and management assignments.
Minimum and Preferred Qualifications
A Bachelor’s degree in recreation or a related field.
Seven years of experience with supervisory experience of a progressively responsible nature.
Florida Recreation and Park Association certification preferred.
Knowledge, Skills and Abilities
Ability to establish and maintain effective working relationships with associates, departmental officials, and the public, in person, in writing and over the phone.
Ability to analyze complex data and prepare and submit comprehensive and meaningful reports.
Considerable public relations experience with the ability to enforce Town and departmental policies and procedures in a courteous and professional manner.
Extensive knowledge of the principles of organizational management, personnel, and fiscal administration.
Ability to work independently, or under minimal supervision.
Ability to effectively train, supervise and evaluate subordinate personnel.
Direct the completion of projects in a professional, effective, and timely manner.
Strong public and employee relations skills, along with an ability to maintain a positive, friendly, and professional environment at all times.
Excellent organization skills and ability to prioritize workload and handle. multiple projects and deadlines in an efficient and effective manner.
This is an exempt position paid on an annual basis which is not eligible for overtime.
