The City and County of Denver’s Office of Climate Action, Sustainability, and Resiliency (CASR) works to enable a sustainable, resilient, climate-safe future for all of Denver in collaboration with fellow departments, other units of government, and community partners. CASR embraces equity as a value and practice in all its work.
CASR manages the Climate Protection Fund, which will disburse approximately $35M annually for climate mitigation, adaptation, and resilience initiatives. The Climate Protection Fund has six allowable uses:
Job creation through local workforce training and new careers for under-resourced individuals in clean energy technology and management of natural resources
Increased investments in solar power, battery storage, and other renewable energy technology
Neighborhood-based environmental and climate justice programs
Adaptation and resiliency programs that help vulnerable communities prepare for a changing climate
Programs and services that provide affordable, clean, safe and reliable transportation choices, like walking, biking, transit, electric vehicles, and neighborhood-scale transit
Upgrade the energy efficiency of homes, offices and industry to reduce their carbon footprint, utility bills, and indoor air pollution
Per the voter-approved ballot measure, the fund can support one-time opportunities and catalytic projects, but “should, over the long term, endeavor to invest fifty percent (50%) of the dedicated funds directly in the community with a strong lens toward equity, race, and social justice.”

CASR is seeking a Director to lead its work on climate adaptation, resilience, and environmental justice. Climate disruption is here. There is an urgent need to adapt to changes like increased heat and extreme weather and to build climate resilience in a way that prioritizes people and nature. Equity is central to this work and this role will have a strong focus on supporting vulnerable communities to thrive despite climate shocks and stresses.
Adding to the burden of climate change impacts is a history of environmental injustice. This role will develop new strategies and partnerships to ensure the fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income, with respect to the development, implementation, and enforcement of environmental laws, regulations, and policies. Engagement with environmental justice communities is critical to this work. The Director will forge new relationships and build on existing relationships through CASR’s Sustainability Advisory Council. Co-creation and implementation of new programs and policies will be essential.
The Director will develop and articulate a compelling vision for advancing climate adaptation, resilience, and environmental justice. This position will coordinate with City staff and community stakeholders to achieve measurable progress toward that vision. To enhance coordination and to integrate initiatives throughout City operations, the Director will convene and facilitate multi-departmental leadership teams focused on climate adaptation, resilience, and environmental justice.
The Director will lead CASR’s Environmental Justice and Resiliency and Adaptation teams . As such, the position will oversee implementation of high-impact projects, including administration of Climate Protection Fund investments, manage project budgets, formulate work plans, supervise professional staff, and monitor and report on progress. The Director will develop a staffing plan and conduct hiring to build the team within their first year in addition to leading existing staff.
Job duties and responsibilities of this position include, but are not limited to, the following:
Engaging with environmental justice communities to build trust, co-create climate change solutions and define meaningful, tangible and direct benefits to residents
Develop a climate resilience strategy that identifies key climate vulnerabilities and assesses the magnitude of specific, cascading impacts on the City and County of Denver and the community
Develop an environmental justice strategy to eliminate disproportionate burdens of pollution in Denver communities
Create strategic plans and implement priority climate adaptation, resilience, and environmental justice initiatives
Track federal and state policy and advise on policy priorities
Provide project management oversight for implementing projects and programs
Manage project expenditures within the allocated budget and ensure required resources are allocated for project delivery and implementation
Coordinate efforts across government and multi-sector stakeholders to effect policy
Represent CASR at public meetings, conferences, and other events as needed
About You
The Director of Climate Adaptation, Resilience and Environmental Justice will have professional experience interacting with senior leaders and elected officials on politically sensitive or controversial issues or policies.
While no single candidate may have all the preferred qualifications below, an ideal candidate would possess many of these experiences and skill sets. The education requirements that follow are required of this position classification, but please note that years of experience and lived experience can augment or substitute for those requirements in some cases.
Our ideal candidate will possess a combination of the following:
Bilingual, Spanish preferred
Knowledge of environmental regulation and legislation at the federal and/or state level
Demonstrated leadership in building and developing functional teams, managing productivity, engagement, retention, employee development, and performance
Experience in and knowledge of the intersections between climate change, racial justice, health inequity, environmental hazards and social vulnerability

Education: Bachelor’s Degree in Business Administration a related field based on a specific position(s)
Experience: Three (3) years of experience at the type and level of functional or operational management (comparable to at least “Manager” in the City’s internal management classification series)
Education & Experience Equivalency: Two (2) years of the appropriate type and level of experience may be substituted for each required year of post high school education. Additional appropriate education may be substituted for the minimum experience requirements
