Job Description : JOB DESCRIPTIONJOB TITLE: Executive Director of Human Resources Position Type: Executive Director – Certified Reports to: SuperintendentSalary Schedule: Administrative Salary Range Location: District OfficeTerm of Employment: 12 months FLSA: ExemptGENERAL RESPONSIBILITIES: The Executive Director of Human Resources supports District schools and principals in their effort to foster an optimal educational environment for students. To develop, coordinate and maintain district human resources and personnel services at a level appropriate to maximize resources and facilitate effective educational programs.MAJOR TASKS: Implements and facilitates recruitment, training and retention programs for all employee classifications.Designs and implements classification, wage and salary plans.Determines employee experience and salary placement in accordance with Cabinet and district administrative guidelines and policies.Leads and assists with evaluation systems for employees.Verifies licensing and certification requirements.Acts as an employee advocate to ensure fair and equitable treatment of district employees.Counsels with employees to resolve complaints, difficulties and other matters related to personnel management.Assists administrators with difficult or sensitive personnel matters to resolve issues in accordance with district policies and procedures. Trains administration on employee discipline.Provides direction and leadership on statutes, timelines and protocols for employee evaluations for all classifications.Assists with recognition program for all employees and processing of Freedom of Information Act requests.Develops, communicates and implements policy.Maintains personnel records in compliance with policies and laws.Maintains up-to-date job descriptions and employee handbook annually.Develops and maintains human resource website and utilizes social media for recruitment of employees.Directs and administers the employee fringe benefit programs.Participates and leads in the IBN process.Acts as member of Cabinet and advises on human resource department developments and events.Prepares periodic and annual reports and statistical data as required.Supervises and evaluates the Human Resource department employees.Supervises the District Receptionist.JOB TITLE: Executive Director of Human ResourcesStrives for innovative ways to recruit and retain employees.Assists and leads Classroom Site Fund/301 direction.Performs other duties as determined by the Superintendent.QUALIFICATIONS: Arizona Teaching Certificate and appropriate Arizona Administrative CertificateMaster’s Degree from an accredited college or university and graduate study in school administration, personnel administration or employee relations. (Doctorate preferred) Knowledge of Arizona and Federal statutes relating to employment practice.Minimum of five years’ experience with a broad knowledge of personnel policies and procedures.Administrative experience preferred at district/site level.Any combination of the above education and experience as determined by the Superintendent.PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
