Justice Administration Department (JAD) works collaboratively with Commissioners Court and other criminal justice stakeholders to help them fulfill the Harris County vision, specifically by advancing innovative approaches to justice that are consistent with the Harris County Justice and Safety Goal to promote safe, healthy, thriving communities through restorative and evidence-based strategies that foster public trust, prevent violence and trauma, reduce racial and economic disparities, and minimize criminal justice system exposure where at all possible. The mission of JAD is to facilitate meaningful improvements in the Harris County justice systems that ensure equity, safety, transparency, the use of best practices, and accountability so that Harris County residents can live in safe, healthy, and thriving communities. The Racial Disparity & Fairness Administrator position is a high-level administrative position within JAD. The position does not have authority over any local criminal justice agencies or the courts. It will rely on establishing trust, building consensus, and forming collaborative partnerships to achieve desired results. A critical aspect in this regard is the position’s ability to gather and analyze quantitative and qualitative information on race and ethnicity from the criminal justice system and to use this information to shape strategic solutions. The position will provide staff support to a standing committee of the Harris County Criminal Justice Coordinating Council dedicated to racial and ethnic equality and is also responsible for supervising support staff for community outreach or activities to assist individuals of color in the criminal justice system to receive equal access to services.
Key responsibilities of the Racial Disparity & Fairness Administrator position include, but are not limited to the following:
Collects and analyzes racial and ethnic data from the criminal justice system and disseminates it to the Harris County Criminal Justice Coordinating Council, the standing committee on race and ethnic equality, elected officials, criminal justice administrators, and the community
Develops performance measures for the criminal justice system on racial and ethnic equality, monitors and tracks progress, and publishes information for criminal justice stakeholders and the community
Coordinates meetings for the standing committee of the Criminal Justice Coordinating Council on racial and ethnic equality
Provides guidance to the committee members on racial and ethnic disparities and executes strategies supported by the committee
Produces and updates a strategic plan on racial and ethnic equality for the criminal justice system, the Criminal Justice Coordinating Council, and the Criminal Justice Coordinating Council’s standing committee on racial and ethnic equality
Reviews and assesses existing policies, procedures, programs, and services of the local criminal justice system, including law enforcement, prosecution, defense, courts, jail, pretrial services, and probation, to identify opportunities to reduce racial and ethnic disparities in the system
Assists in developing and implementing policies, procedures, programs, and services that diminish the over-representation of persons of color in the criminal justice system
Acts as a liaison between the local criminal justice system and the community on racial and ethnic equity and inclusion
Coordinates outreach and educational activities on the criminal justice system for communities of color to improve residents’ understanding of and interaction with the criminal justice system
Organizes training and initiative support on diversity, equity, and inclusion to criminal justice agencies and the courts
Engages community service provider agencies to assist individuals of color in the criminal justice system in receiving equal access to services
Represents Harris County on race, ethnicity, and the criminal justice system at events and meetings outside the jurisdiction
Performs any additional duties described by the Director, Justice Administration Department, or the Criminal Justice Coordinating Council to reduce racial and ethnic disparities within the criminal justice system

Requirements
Education:
Bachelor’s degree from an accredited college or university in Criminal Justice, Public Administration, Social/Behavioral Sciences, Economics, or a related field
Experience:
A minimum of five (5) years related experience in diversity and equity work, employee engagement, equal opportunity, affirmative action arenas, or community engagement
Two (2) years of supervisory experience
Knowledge, Skills and Abilities:
Ability to perform data analytics and summarize in a way that can provide necessary details to stakeholders
Ability to interface with a diverse population and various criminal justice stakeholders and effectively connect their needs to answer questions
Proven track record of establishing and implementing diversity initiatives within large organizations

Preferences
Master’s degree in Criminal Justice, Public Administration, Social/Behavioral Sciences, Economics, or a related field is strongly preferred

Work Hours:
40 Hours per Week / Monday – Friday
Occasional Evenings and Weekends
Employment may be contingent on passing a drug screen and meeting other standards.
