The Northrop Grumman Human Resources organization is seeking a Technical Programs Specialist to join the Enterprise Technical Development organization (TD). TD delivers development resources to the global NGC workforce through three primary activities: 1) understanding the company’s current and future development needs, 2) defining, developing, and deploying strategic content and programs, and 3) ensuring resources are accessible and relevant to users at all levels. In support of this mission, TD designs, develops, and delivers cohort programs that focus on building critical skills and target all levels of technical talent.
Key Responsibilities
The Technical Programs Specialist, reporting directly to the Manager of Technical Cohorts, engages in the development and deployment of learning solutions and experiences to effectively engage and upskill talent, building critical capability and capacity to successfully execute on highly reputable, enterprise-wide programs.
This individual will be empowered to proactively assess and integrate evolving organizational needs and context—providing project leadership and focused consultation, in addition to program and curriculum design expertise. As the Technical Programs Specialist, you will:
Determine talent capability and capacity requirements for specific organizational levels, functions, and/or roles that drive business outcomes
Research industry best practices and consult with stakeholders to prepare recommendations on talent development and upskilling solutions
Design training and development resources that apply adult learning principles, industry best practices, and use experience, exposure, and education to develop employee capabilities that meet organizational needs and enable mission success
Partner, consult, manage expectations, and facilitate collaboration with stakeholders and subject matter experts on the planning, development, implementation, and sustainment of talent development initiatives, offerings, and tools/resources
Develop and deliver innovative and engaging virtual and/or in-person training and development offerings – providing exercises and activities that enrich the learning process as well as identifying resources to support delivery (e.g., facilitators / speakers, online courses, games, etc.)
Develop measurement criteria to evaluate the impact of training & development programs and initiatives
Partner with communications and change management teams to ensure effective deployment and utilization of training and development resources
Successful team members will:

Effectively consult and partner with stakeholders throughout planning, design, development and delivery of solutions
Provide thought leadership around enhancements to existing programs and the design of new programs

Be adept at time management and prioritization
Take initiative in advancing individual projects as well as the larger team’s goals
Navigate ambiguous situations and adapt to shifting priorities
Demonstrate their ability to manage multiple projects simultaneously
Successfully collaborate across organizational boundaries and influence stakeholders
Basic Qualifications
For Principal level role:
Master’s degree with 3 years of experience or a Bachelor’s degree with 5 years of experience or 7 years of experience in lieu of a degree
For Sr Principal level role:
Master’s degree with 7 years of experience or a Bachelor’s degree with 9 years of experience or 12 years of experience in lieu of a degree
Preferred Qualifications
Learning and development experience (e.g., training, instructional design)
Experience facilitating virtual and/or in-person training for audiences at various organizational levels
Familiarity with Northrop Grumman development resources and learning philosophy
Salary Range: $94,500 USD – $141,700 USD
Salary Range 2: $76,200 USD – $114,400 USD
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
