Minimum Requirements:
Bachelor’s Degree in Public Policy, Public Administration, Education, Human Services, or related field AND two (2) years of experience planning, coordinating, managing, and evaluating related programs. Master’s degree maybe substituted for one year of the required experience. Candidates with supervisory experience and knowledge of Allegheny County’s early care and education preferred.
A valid Pennsylvania Driver’s License is required.
It is the policy of Allegheny County that in order to receive a final offer of employment, candidates for positions within the executive branch must provide proof of a Covid-19 vaccination. The prospective employee will need to be fully vaccinated or have at least one shot of a two-shot series before beginning work. Any employee who does not receive and provide proof of the second shot within 30 days will have their probationary employment terminated.
Allegheny County will allow for medical and religious exemptions from the requirements in accordance with state and federal law.
Additionally, it is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offer of employment.
Position Summary: Under the direction of the Director of the Department of Children Initiatives (DCI), the Birth to Five Manager is part of a collaborative team responsible for planning and implementing DCI’s strategic priorities and contributes their expertise in early care and education (ECE) policy and programming to meet the goals of the Department. The incumbent supports the advancement of DCI’s goals and vision for improving child outcomes and building the overall system of early care and education for Allegheny County’s children and their families.

Duties:

Participates in developing and implementing DCI’s strategic plan around the Birth to Five sector including Pre-Natal to 3 and Pre-K issues.
Leads the coordination of Allegheny County level capacity mapping across the Birth to Five sector for the purposes of promoting equitable access to high-quality ECE programming, planning, and coordination.
Supports the Director in ensuring the coordination and alignment of ECE initiatives and activities with DCI goals and strategies across sectors.
Participates in program evaluation design and continuous quality improvement efforts.
Works collaboratively with partners to improve quality and capacity of services for young children and their families, including promoting best practices around health and safety and quality standards across systems.
Represents DCI in promoting the achievement of the department’s ECE mission and goals, particularly as they apply to equitable system change and capacity building; makes presentations as required.
Serves as a thought leader by staying abreast of information about ECE best practices and local, state, and national policies, trends, and models.
Contributes to resource identification and development including any associated data collection and reporting.
Performs other duties as requested.

Program development, planning, collaboration, and evaluation, and quality assurance methodologies.

Learn about the full range of programs, services, policies, and issues that impact Allegheny County’s young children and their families.
Interact and build relationships with a variety of constituencies, including but not limited to DCI staff, partner agencies, children and youth, family members, community partners, and providers.

Demonstrate commitment to issues of equity, diversity, and cultural responsiveness in early childhood systems building.
Communicate effectively both orally and in writing with demonstrated ability to develop and deliver reports, recommendations, and presentations.
Manage projects effectively and maintain flexibility to respond to changing circumstances or priorities.
Utilize strong decision-making skills with use of good judgments in recognizing scope of authority.
