Position : College Administrative Officer
Job Description : The Dean’s Office within the School of Public Health is seeking a College Administrative Officer to be responsible for but not limited to the following duties:
Responsible for overseeing the execution of the entire financial and administrative operations for the School of Public Health. Positions directly supervised include: College Finance Officer, College Human Resources Officer, College Technology Manager, and Director – Facilities & Events. Provides management information analysis and data reporting to the Dean – SPH. Performs other duties as assigned by the Dean – SPH.
Through the supervision of the College Finance Officer, develops, implements, maintains and closes out annual budgets including state appropriations/revenue, continuing education, student activities, research administrative activities, indirect costs and residual funds for the SPH. Assists in the definition and coordination of departmental business manager activities. Responsible via the CFO and department Business Managers for the day-to-day financial and administrative operations for the entire School.
Through the supervision of the College HR Officer, has responsibility for the management of all faculty, staff and temporary/students human resource matters and payroll functions. Directly supervises the college Director – HR. Functions as needed in the SPH operations including faculty/staff recruitment, hiring and onboarding, faculty evaluations, faculty contracts and renewals or non-renewals, staff performance management, staff hiring and terminations, and payroll administration.
Through the supervision of the Director – Facilities & Events, has responsibility for the execution of facilities and events projects involving space planning, programming and design, construction, renovations, administration of lease agreements for lease space, and moves. Current projects include the programming, design, construction, and commissioning of the School of Public Health space in the Urban Life building and elsewhere as required.
Through the supervision of the College Technology Manager – Responsible for the direct management of the School’s personnel charged with performing information technology functions including budget, finance, human resources, technology support (to include network management, desktop support, computer lab support), technology security and facilities functions for the School.
Responsible for the development and administration of policies and procedures in the School of Public Health pertaining to finance and administration, human resources, technology and operations. Key to this role is serving as the school’s liaison both for operations within the School and with central university administration units to ensure that the School’s processes are in accordance with state, federal, BOR and GSU regulations, polices and guidelines.
Duties include supporting the dean, department chairs, and directors on negotiating and preparing of offers of employment for faculty and staff hires, supporting the Associate Deans, working with the SPH Office of Academic Assistance to develop business plans supporting the development of the undergraduate and other graduate programs for the School of Public Health.

Preferred Hiring Qualifications:
Must have demonstrated success in managing an administrative staff of five or more. Possess a participatory management style with strong interpersonal skills Must have the ability to nurture and maintain collaborative relationships across the other schools and functions of GSU. Possess a master’s degree in business administration, public health or a related field. Provide evidence of excellence and proven experience in managing and operating a budget of $6million or greater.
