Position Information
This position serves as the Plans and Operations Officer within the Department of Emergency Management, City and County of Honolulu (City). Develops, coordinates, executes, and reviews plans for emergency management operations. Provides overall coordination for the development and maintenance of the City’s Comprehensive Emergency Management Plan, Annexes and tactical support documents. Serves as the primary City program manager for hazard mitigation programs and activities. Performs other related duties as required.

Minimum Qualification Requirements
EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited college or university with a bachelor’s degree.

Work experience may be substituted for the bachelor’s degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor’s degree.

EXPERIENCE REQUIREMENT:
Work experience which included ALL of the following:

four years of responsible professional experience which included two years of experience which substantially involved coordinating or managing multi-faceted projects or programs requiring collaboration with multiple internal and external stakeholders, AND the development and maintenance of procedures, plans, instructional manuals, and policies;
and including or supplemented by six months of responsible experience in emergency response work, which must have included responsible experience in an operational setting (e.g., emergency operations center, temporary field office, headquarters facility or similar incident site) as part of a team coordinating and supporting the response to or recovery from large-scale and real-world emergencies or disasters.
NON-QUALIFYING EXPERIENCE:
Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level, and responsibility as to conclusively demonstrate the ability to perform the duties of the position.

LICENSE REQUIREMENT:
Possession of an appropriate valid driver’s license (automobile/Type 3), prior to appointment.
