Job Summary:

Under the general supervision of the Housing Manager, determines eligibility for the COVID-19 Emergency Rental Assistance Fund. This emergency rent relief provides rental assistance and utility assistance to renters in the North Slope Borough to mitigate the economic impacts of COVID-19, and enable renters to pay their back rent, current rent, and/or utilities in order to remain housed.

The work focuses on areas including, but not limited to, conducting outreach to households in the NSB, gathering support documentation until application is complete, inputting data into Alaska Housing Finance Corporation’s online applicant portal, answering questions and responding to applicants, landlords, utility providers and the public regarding program guidelines, policies and procedures. This position coordinates with selected applicants, landlords, and the Accounting Department to ensure payment is properly disbursed and will be responsible for reporting and regulatory compliance as required. The RAP Coordinator will work to support TNHA’s efforts to provide housing stability to the NSB community in an expedited manner.

Essential Duties and Responsibilities:

Creates and implements standard processes and procedures for grant fund distribution.
Performs community outreach and follow-up coordinating with selected applicants, landlords, utilities provider, and the Accounting department to ensure all landlord and utilities provider forms are submitted and payment is properly disbursed.
Receives and processes program applications, verifies completeness and accuracy, communicates with applicants, gathers and organizes support documents.
Accurately determines applicant eligibility for Emergency Rental Assistance payment based upon established eligibility criteria.
Preforms required data entry.
Develops and maintains client case files, and conducts comprehensive audits to ensure eligibility determinations, rental payment disbursements, case management activities, and documentation are accurate, complete, and in accordance with applicable policies, procedures, and applicable funding source rules and regulations.
Researches, compiles, analyzes, and organizes information and data from various sources on a variety of specialized topics related to assigned area. Takes corrective action as appropriate.
Reviews guidance from Department of Treasury and other governmental agencies and partners in administering the funds to maintain compliance.
Work closely with ROSS Coordinator on program development and evaluation.
Work closely, collaborate with Alaska Housing and Finance team on the online application system and verifications of sub-recipient grantees’ submitted applications.
Establishes and maintains tracking records of all payments made.
Coordinates with Accounting Department on disbursement of funds.
Serves as the main point of contact of sub-recipient grantees and TNHA partners in administering the funds.
Performs other duties as assigned.

Basic skill in the application of modern office techniques and practices and the use and care of office machines and equipment.
Ability to type 50 wpm and pass a typing test.

Required:

High school graduate, general equivalency diploma (G.E.D.) or the equivalent.
One (1) year of clerical work experience.
Two (2) years of work experience with a PC using common software applications and general office equipment.
Any equivalent combination of experience and training that provides the required knowledge, skills and abilities.
Valid Alaska Driver’s License that meets TNHA insurance criteria.
