Job Description : Federal Construction Site Safety and Health Officer Location: JBPHH, HICCI is currently seeking an experienced, technically proficient, Federal Market Construction Safety and Health Manager that can oversee the safe execution of large construction projects. This individual would have to be able to help develop, implement, and oversee the safety program and effectively work with the project execution team in ensuring work is done in accordance with approved safety plan while helping ensure schedule and budget compliance.Candidates possessing US Navy, Air Force, and/or US Army Corp construction experience desired.Responsible for safety management of the project.Surveys construction projects to identify and evaluate physical conditions, safety practices, hazardous situations and compliance with established safety standards.Reviews history of accidents and claims and prepares reports and recommendations as required.Coordinates safety of the projects as a whole schedule, loss history, upcoming activities, etc. and provides stimulus for proactive loss control efforts.Conduct accident investigations and provide recommendations for corrective/preventive action.Conduct site specific safety orientation.Assists in the development and implementation of standardized Safety Programs.Interfaces with existing company safety professionals to direct and improve effectiveness of safety standards, codes and regulations.Coordinates, develops and /or conducts weekly safety meeting.Reviews subcontractor safety program to ensure compliance with projects safety standards.Assures the proper level of training for subcontractors.Assures the proper use of productive equipment.Requirements / Training / EducationSSHO shall have a current and valid Construction Health & Safety Technician (CHST) certification.SSHO is required to have a minimum of 5 years of construction industry safety experience on various types of projects.SSHO must have taken a 30-hour OSHA construction safety class or equivalent within the last 5 years.SSHO must have an average of at least 24 hours of formal safety training each year for the past 5 years with training for competent person status for at least the following 4 areas of competency: Excavation; Scaffolding; Fall protection; Hazardous energy; Confined space; Health hazard recognition, evaluation and control of chemical, physical and biological agents; Personal protective equipment and clothing to include selection, use and maintenance.SSHO shall meet the requirements of EM 385-1-1 Section 1.SSHO must ensure that the requirements of 29 CFR 1926.16 are met for the project.SSHO must be at the work site at all times to implement and administer the Contractor’s safety program and government-accepted Accident Prevention Plan.SSHO must have the required training, experience, and qualifications in accordance with EM 385-1-1 Section 01.A.17, and all associated sub-paragraphs.US Citizenship required. Ability to be able to gain security access and pass drug test required.
