Job Description : Position Summary: This posting is with the Philadelphia Office of Children and Families (OCF) Division of Performance Management and Technology (PMT). OCF supports Philadelphia’s most vulnerable children and families and prioritizes safe children, strong families, and supported schools. OCF administers a number of City-supported programs, including Out-of-School Time, WorkReady, Community Schools, and PHLpreK. OCFalso oversees the Department of Human Services (DHS), which provides child welfare services, delinquent services, and child welfare prevention programs to promote safety, permanency, and well-being for children and youth at risk of abuse, neglect and delinquency.The Division of Performance Management and Technology supports the core missions of OCF and DHS in the following ways:Evaluating service quality and consistency, identifying needed improvements, and tracking these improvements over timeBuilding a world class data and information technology infrastructureDeveloping and maintaining integrated information systems and data analytics so that practitioners can easily access and utilize quality and accurate data in their day-to-day decisionsStrengthening how the child welfare system utilizes data to make informed decisions about the children and families we serveConducting short- and long-term research to evaluate the effectiveness of programs and system-wide initiatives in order to continually inform child welfare policy and practice.The Office of Children and Families has an immediate need for a qualified candidate for the position of Impact and Evaluation Manager. Reporting to the Director of Implementation Science, this individual will be on Performance Management and Technology’s newly formed Implementation Science team. The Impact and Evaluation Manager will be dedicated to the 5-year, Family Support through PrimaryPrevention (FSPP) grant work which includes the expansion of the Philly Families CAN support line to serve families with children ages 0 to 17, the prioritization of service slots within an array of child and family-serving systems, and strategies to connect more Philadelphia families to benefits.The Impact and Evaluation Manager will ensure sustainable system transformation and fidelity to OCF’s implementation framework for all grant-related activities. The Manager will also work closely with the OCF Research and Evaluation Team to support grant-related evaluation activities. The Research and Evaluation Team, comprised of key leaders with core research technical and content expertise, will serve as the lead Team for the evaluation and will work collaboratively with the Implementation Science Team to implement a rigorous process evaluation and a robust outcome evaluation. Specifically, the evaluation work will include developing and implementing (1) process measures that track the expansion and fit of the Philly Families CAN line, prioritized service slots, and benefit connections; and (2) standardized, valid, and reliable outcome measures to determine the impact of our strategic, grant-funded initiatives.In addition, the Impact and Evaluation Manager will manage all post-award documentation and reporting to ensure that the project maintains compliant with federal policies and internal policies related to research and evaluation. This position will work jointly with the Philadelphia Department of Public Health, Division of Maternal, Child, and Family Health team to coordinate a variety of activities associated with program implementation, including engagement with stakeholders and dissemination. Finally, the Impact and Evaluation Manager will also serve in a macro role, providing information during planning and implementation meetings about evaluation activities and preliminary findings.Duties and ResponsibilitiesResponsible for required grant reporting and correspondence with funders.Support process and outcome evaluation activities for the expanded Philly Families CAN line with the supervision of the Director of Implementation Science and the oversight of the OCF Research and Evaluation team.In collaboration with the Research and Evaluation Team, develop and implement process measures that track the expansion of the Philly Families CAN support line and prioritized service slots as well as standardized, valid, and reliable outcome measures.Work closely with the Evaluation Team to ensure that programmatic adjustments are made and documented to improve fit during the process evaluation. Inform the development of a communications campaign including general communication to the public and training materials.Manage grant partnerships and stakeholder engagement alongside the Implementation Project Manager.Provide information to the Steering Committee and Community Group about evaluation activities and preliminary findings.Create and implement dissemination plan to present progress and evaluation findings of the expanded Philly Families CAN line to key partners and stakeholders, including reports, briefs and presentations.Establish and maintain collaborative and effective working relationships with Health and Human Services partners and stakeholders, peers, supervisor, and departmental leaders.Co-develop, clarify and manage the scope of projects, define deliverables and achieve targeted outcomes on time.Ensure project requirements are achieved in a timely fashion and within budget guidelines.Prepare reports and/or other presentation materials to effectively communicate data to child welfare practitioners, mid- and senior-level child welfare leaders, and the general public.Support development of product dissemination strategies to ensure data visualizations are accessible to a wide array of audiences.Competencies, Knowledge, Skills and AbilitiesData Science and PracticeKnowledge of data and implementation science concepts, methods, and toolsStrong mixed methods research, data analysis, quality improvement and assurance skillsKnowledge of diverse quantitative and qualitative data analyses platforms, such as SPSS, STATA, Dedoose, NVivo, and open-source data analysis software platformsExperience with community-engaged research principles and methodsCommitment to equity and power sharing with community partnersProject ManagementDemonstrate knowledge and practice of project management principles.Demonstrate effective project/team management competencies, such as establishing collaborative team structure and mechanisms, the ability to run a project or serve as project manager, and the ability to ensure a successful project lifecycle.Demonstrate an ability to identify several courses of action to make informed decisions about project development and implementation.Establish and maintain effective working relationships with OCF staff and external stakeholders including other City agencies and contracted providers.Ability to communicate (verbally and in writing) complex systems in ways that are accessible to diverse audiencesDemonstrate presentation skills, strategic thinking, and high professional ethics.Experience preferred in child welfare, public health, education, and or human service organizations.QualificationsCompletion of a Master’s degree program at an accredited college or university with course work in Public Health, Social Work, Social Psychology, Sociology, Social Policy, and/or other relevant social or statistical science fieldMinimum of 5-7 years working in research, program planning, evaluation, performance management, quality improvement, and/or evaluation systems.Project management experience and/or applicable business experience.Knowledge of Microsoft Office Suite, including data analysis tools like Excel and/or open source toolsEqual Opportunity Employment: PMHCC, Inc. is committed to equal opportunity.
