Position : METER TECHNICIAN

Job Description : GENERAL PURPOSE:
Performs the installation, repair, maintenance, and reading of water meters involved in the operation of the District’s water distribution system. Terminates and reinstates customer’s water service upon request. Interacts with District commercial customers to insure compliance with required backflow prevention and proper maintenance of grease and sand interceptors. Responds to customers inquires and concerns, to include emergency call-outs.
SUPERVISION RECEIVED:
Works under the direct supervision of the Lead Meter Technician.
SUPERVISION EXERCISED:
May supervise temporary staff or other staff as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Collects meter readings into hand-held devices to provide needed information for billing or other Districts’ needs. Investigates any unusual changes in consumption, location, or malfunctions such as leaks or damaged meters.
2. Performs the installation, repair, and maintenance to commercial and residential water meters.
3. Responds to work orders for utility disconnections, reconnections, high use, low use and pressure related customer calls.
4. Inspects, dismantles, cleans, reassembles, tests and maintains meters; and associated records.
5. Inspects meters readings and verifies tracking of main meter register with remote readouts.
6. Assesses annual inspection of commercial/industrial customers for compliance with backflow and cross-connection regulations. Inspects and tests CWSD owned backflow prevention devices.
7. Assesses and performs annual inspections of commercial/ industrial customers for compliance with industrial pretreatment program, including grease, sand and oil interceptors.
8. Inspects curb boxes for correct operation, location, and repair/replace as needed.
9. Maintains and operates all assigned tools and equipment.
10. Loads, unloads, and transports equipment & personnel in District vehicles to a variety of work sites.
11. Maintains activity reports and other records on a daily basis utilizing Microsoft Office software and Computerized Maintenance Management Software (currently City Works).
12. Coordinates activities with other divisions and sections to avoid interruption of service.
13. Enters and exits confined spaces such as underground vaults and manholes.
14. Provides other staff and management detailed updates on the status of the customer service calls through the use of emails, text messages and verbal communication.
15. Routinely interacts with the public and Centennial customers to resolve customer concerns.
16. Performs work in accordance with safety policies and procedures.
17. Responds to emergency call-outs.
18. Performs other duties as assigned.
REQUIRED QUALIFICATIONS: High school diploma or GED equivalent is required. Must possess and maintain a valid Colorado Driver’s License with an acceptable Motor Vehicle record. Availability to work non-scheduled hours when necessary. Must be able to respond to the District Facilities within approximately 30 minutes while on-call.
DESIRED QUALIFICATIONS: Knowledge in working with Microsoft Office suite (e.g. Word, Excel and PowerPoint)
JOB LEVELS FOR METER TECHNICIAN
Meter Technician Apprentice Required to pass the Colorado Class 1 Distribution Operator or Colorado Class 1 Collection Operator certifications exam within 1 year of hire.
Meter Technician 1 Required to have the Colorado Class 1 Distribution Operator and Colorado Class 1 Collection operator certification.
Meter Technician 2 Required to have the Colorado Class 2 Distribution Operator and Colorado Class 2 Collection operator certification. Certification as a Cross Connection Control Technician (Backflow test and repair)
Meter Technician 3 Required to have the Colorado Class 3 Distribution Operator and Colorado Class 3 Collection Operator. Certification as a Cross Connection Control Technician (Backflow test and repair)
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES:
1. Ability to work with people from diverse backgrounds and points of view as part of a team.

WORKING CONDITIONS:
1. Strenuous physical activity under adverse conditions will be required.
2. Must possess the ability to lift items of 50 pounds or more.
3. Must wear personal protective equipment (PPE) to protect health and welfare during work activities.
4. Requires standing, walking, stooping/bending, lifting, crawling, climbing, and repetitive motion.
5. Frequently exposed to insects and other animals such as snakes.
6. Required to work in all weather conditions and in extreme temperatures below twenty degrees to above hundred degrees Fahrenheit.
7. Perform under hazardous and adverse conditions, including but not limited to, slippery and uneven surfaces, proximity to moving mechanical equipment, broken glass and other materials, vibration, electrical currents, high places, precarious places and confined spaces.
8. Work may result in exposure to smoke, gases, chemicals, fumes, odors, mists, dusts, airborne particles, toxic or caustic chemicals that can affect the respiratory system, skin or to other aspects of the body.
9. Work may result in exposure to wastewater and untreated water supplies containing infectious disease agents such as bacteria, viruses, fungi and parasites.
10. Work may result in exposure to high noise levels requiring the wearing of personal protection equipment.
11. Frequently exposed to wet and or humid conditions.
12. This position demands frequent use of sensory activities such as talking, hearing, smelling, identify objects by touch, and specific vision abilities, including but not limited to, close vision, distance vision, color vision, peripheral vison, depth perception and ability to adjust focus.
13. This position will involve periods of high physical, mental and or emotional stress.
