SUMMARY:
Supervises the procurement, maintenance and availability of the NJ TRANSIT Police Department fleet, including all specialized vehicles. Supervises and schedules a system of preventive maintenance for all police service vehicles.
MAIN FUNCTIONS:
Supervise the maintenance of records of all Police equipment serviced, and oversees the central supply and equipment inventory of police equipment purchased through Support Services, including all department issued radios.
Supervises the maintenance of inventories of all Police equipment and materials issued; including ordering and dispensing materials to Commands as needed and developing projections for future department equipment needs. Ensures that proper records are maintained.
Supervises the inspection of all police department equipment for defects, and ensures that all equipment and materials are on hand when needed and in good working order.
Oversees the review of E-Z pass account invoices for accuracy, and oversees the maintenance of all Police fleet E-Z pass payments and records.
Ensures police vehicles are maintained.
Ensures Mobile Command Bus and COOP are available for deployment at all times.
Assists in special and emergency operations including New Year’s Eve, St. Patrick’s Day and other events to ensure the Police Department has the needed representation in emergency and Mobile Command Operations.
Develops specifications, procurement, and implementation of all police vehicles.
Coordinates the procurement of vehicles, equipment, and other material as it relates to grants and capital projects.
Develops and oversees contracts for uniforms, unarmed security and training.
Supervises and provides task direction for daily operations of the Police Material/Equipment Unit.
Supervises and monitors daily operations of other areas of Support Services as needed.
Performs employee reviews as per NJ TRANSIT guidelines.
Researches and recommends new police vehicles and equipment as needed.
Performs other tasks that may be asked or directed by the Manager of Support Service or Chief of Police
KNOWLEDGE & SKILLS REQUIRED:
Associate’s Degree in Criminal Justice, Public or Business Administration or related area from a US Department of Education accredited college or university
Five (5) years of experience in fleet management and procurement of police equipment and supplies, to include one (1) year of current supervisory experience in areas such as managing performance, delegation, follow-up and coaching is required.
Must pass a police background investigation.
One year of closely related experience can be substituted for each year of education required.
Experience in purchasing of equipment, vehicles, uniforms, and procurement desired.
Must be able to obtain CDL and operate trucks and larger vehicles.
Experience in managing a team of Support Services personal desired .
Must be proficient in NJ TRANSIT based application systems such as NJ TRANSIT Fleet Anywhere System, Word, Dbase, Excel and other PC based systems and programs.
Excellent organizational and communication skills required.
Knowledge of the procurement and accounts payable processes desired.
