Job Description : BACKGROUND The County of Delaware provides a comprehensive suite of community services intended to support and improve the quality of life, wellness, and social equity for county residents, with emphasis on improving outcomes for the most vulnerable and underserved. The services are primarily funded through state and federal grant programs and through public-private partnerships. These programs have historically operated separately, and the objective of the Chief of Human Services and Community Support is to ensure residents are provided with a coordinated approach to service delivery.GENERAL REQUIREMENTSThe Chief of Human Services and Community Support, under the direction of the County Executive Director, is responsible for the overall collaboration among human and wellness services and community service providers. The Chief works across organizational lines to define measurable outcomes and establish key performance indicators. Agencies reporting directly to the Chief of Community Services include Human Services, Military and Veterans Affairs, Housing and Community Development, Library Services, and the County Office of Services to the Aging. The Chief coordinates with the Directors of the Workforce Development, Delaware County Health Department, the George W Hill Correctional Facility; Juvenile Services; the Council Liaison for Community Justice and Rehabilitation, and the General Manager of the Fair Acres Geriatric Center in developing performance measures. The Chief also assists the Executive Director in establishing the administrative practices for and coordinating support for personnel, information technology, facilities, finance, and procurement for these agencies.SPECIFIC REQUIREMENTThe Chief of Human Services and Community Support is responsible for the following specific requirements:Provide oversight and direction of the specified Councilmanic and Executive Service departments and coordinate with those entities that report to specific boards or commissions to achieve desired outcomes.Develop a reporting mechanism and provide updates on the activities of agencies delivering community services.Develop performance measures focusing on the outputs, efficiencies, and results obtained through the delivery of community services.Review and coordinate budget, personnel and accounting activities. Oversee development of grants and partnerships to support and maintain program initiativesResearch, develop, and direct special projects and studies of issues that impact on all aspects of community services·Work with state and federal representatives and others to exchange information and keep abreast of issues and problems associated with social service and wellness programs in Pennsylvania and peer communities nationwidePrepare and present talks before professional and nonprofessional groups to provide information concerning programs, policies, and progress of the DepartmentPrepare and supervise preparation of clear, detailed, technical, and/or confidential reports on personnel, management, fiscal management, management information systems, and administrative matters for the Assistant CommissionerPerform all other duties as assigned.QUALIFICATIONS AND EXPERIENCEEight (8) years of management experience in a large public or private agency with responsibilities for fiscal and budget preparation, planning, general office support services, and personnel and operations management, three (3) years of which shall have been in a supervisory capacity.Educational and life experiences that demonstrate the ability to effectively communicate among a diverse leadership and foster teamwork to achieve organizational success, including the demonstrated ability to work within a highly matrixed organization and develop approaches to achieve cross-agency successes.Knowledge of all aspects of data collection, compilation, and interpretation including evaluation of analytical alternatives and methodologic limitations.Knowledge of theory and technique in the analysis, evaluation, and modification of administrative, organizational, and informational systemsKnowledge of federal, state and private funding sources and terms and conditions of grants awarded.Knowledge of public administration and personnel principles and practices with reference to the recruitment, training, and placement of employees, and the preparation and use of personnel records and transactions.Knowledge of methods for establishing and maintaining cooperative working relationships with public health professionals and health care facilities.Ability to apply pertinent management principles involved in formulating standards, policies, and procedures for the development of a suitable work program.Ability to resolve problems involved in coordinating interdepartmental activities with those of other programs.Ability to apply the appropriation, accounting, and fiscal procedures of the department or agency.Ability to read, understand, interpret, and apply regulations to the processing of varied personnel, budget, and administrative transactions.Ability to develop cooperative procedures with other department programs to achieve maximum contribution of all units.Ability to establish and maintain cooperative working relationships with health professionals and lay persons to carry out objectivesAbility to gather organizational or operational facts, to comprehend, analyze, and interpret their significance; and apply sound management and administrative practices toward their development into a workable and efficient proposal designed to accomplish desired goals.Ability to comprehend, analyze, and interpret laws, rules, and regulations and establish standards and procedures based on department policies.Ability to collect, tabulate, and evaluate information to be incorporated in budget requests, annual reports, and other similar documents.Ability to manage personnel to accomplish established goals. Ability to develop standards, guidelines, procedures, and systems to further develop division goals.Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position.
