TYPE OF APPOINTMENT ISSUED: This position is excluded from the Educational Officers’ Bargaining Unit and will be filled as a clear line appointment.
MINIMUM QUALIFICATION REQUIREMENTS: COMMUNITY ENGAGEMENT DIRECTOR
Education: Graduation from an accredited college or university with a bachelor’s degree in education, educational administration, business administration, or related fields.
Education Desirable: Master’s degree in any field above.
Experience: Nine (9) years of progressively responsible job-related professional experience in the specialized area of responsibility or closely related fields, of which five (5) years shall have involved community work, including two (2) years of supervision of professional staff.
Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
Knowledge of: Principles, theories, and practices of education and program planning, development and financing; research techniques and analytical methods; principles and practices of public relations and budget preparation.
Ability: Excellent communications skills, both written and verbal; ability to work effectively and independently with all levels of within the Hawaii State Department of Education and with community leaders; strong leadership qualities and experience; demonstrated program development and implementation skills; ability to represent the Department effectively in a variety of settings and with diverse communities; and demonstrated understanding and appreciation for diverse cultures.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Duties and Responsibilities: Under the general supervision of the Assistant Superintendent of the Office of Strategy, Innovation & Performance, the Community Engagement Director:
Leads and manages the Community Engagement Branch (CEB) and outlines engagement pathways and processes for community partnerships; oversees the development of the Department’s definition of community engagement and the associated targets and metrics that demonstrate success; monitors progress of the targets and metrics; communicates, raises awareness and understanding about community engagement with internal and external stakeholders.
Maintains a cohesive professional culture throughout the CEB; supervises, guides and coaches the CEB staff tasked with the execution of the community engagement strategic plan; supports the professional growth of staff members and is responsible for the performance and progress of staff members.
Serves as a principal representative of the organization, maintaining and developing relationships with key external contacts and the community at large; works with various stakeholders such as businesses, community-based and non-profit organizations, elected officials, foundations, health care industry and community coalitions to develop and implement programs, events and new initiatives that promote students being college-, career- and community-ready.
Supervises the development of policies, processes and procedures that allow for authentic engagement and partnering opportunities with the community and comply with related rules and regulations.
Supports Department leadership and staff in the development of community engagement and partnership plans and in the implementation and management of community engagement programs. Facilitates the development and promotion of new and on-going initiatives.
Facilitates and leads parent and family engagement activities and supports, providing statewide direction and guidance with supports for localized implementation. Provides communication and support efforts for complex areas and schools for their families.
Performs other related duties as required or assigned.
SALARY RANGE: EOSR-10, $112,138 to $158,745. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $112,138.
NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant’s exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.
WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
