The City of Orange is in search of its next Community Services Director!

INTRODUCTION
With a population of 140,094, situated in Central Orange County approximately 32 miles southeast of Los Angeles, the City of Orange is seeking a key member of the City’s Executive Team to provide day-to-day management of its Community Services Department. The successful candidate will be a proactive, energetic team player who can deal effectively with issues and the public.
The Community Services Director reports to the City Manager and oversees a departmental budget of $10.2 million and nearly 65 full-time equivalent positions. The Department is divided into three (3) divisions: Administration, Park Maintenance and Development, and Recreation. The City of Orange has 22 park sites, an aquatics facility, gymnasium and sports center, a community garden, and miles of public multi-use trails. The Community Services Department hosts a myriad of community events including the Concerts in the Park concert series, 3rd of July celebration, Treats in the Street Autumn Festival, and the Tree Lighting ceremony.
CANDIDATE PROFILE
The ideal candidate is a seasoned professional with excellent management skills who will be active and engaged in the community. The candidate must have a passion for the community services career and a visionary plan and attitude towards enhancing community activities for the City. The finalist will require superior people skills while working with city leaders, commissioners, constituents and a highly motivated staff.
DEFINITION
Under administrative direction, plans, organizes, manages, and provides administrative direction and oversight for all functions and activities of the Community Services Department, including the development, operations and maintenance of the City’s recreation and parks programs and facilities; coordinates assigned activities with other City departments, officials, outside agencies, and the public; fosters cooperative working relationships among City departments and with intergovernmental and regulatory agencies and various public and private groups; provides highly responsible and complex professional assistance to the City Manager in areas of expertise; and performs related work as required.

Examples of Duties

Assumes full management responsibility for all Community Services Department programs, facilities, and services.
Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the department; establishes, within City policy, appropriate budget, service, and staffing levels.
Manages and participates in the development and administration of the department’s annual budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments as necessary.
Selects, trains, motivates, and directs department personnel; evaluates and reviews work for acceptability and conformance with department standards, including program and project priorities and performance evaluations; works with employees on performance issues; implements discipline and termination procedures; responds to staff questions and concerns.
Contributes to the overall quality of the department’s service by developing, reviewing, and implementing policies and procedures to meet legal requirements and City needs; continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of change.
Plans, organizes, manages, controls, and evaluates through subordinate management staff all of the construction, maintenance, and repair activities assigned to the department including landscaped areas, parkways, open spaces, pools, pavilions, athletic fields, park amenities and facilities to assure the safety and security of City patrons.
Plans, organizes, manages, controls, and evaluates through subordinate management staff, the City’s recreational programs including youth programs, adult and youth sports, aquatics, cultural arts, social services, contract programs, and special events.
Oversees the development of consultant requests for proposals for professional services and the advertising and bid processes; evaluates proposals and recommends project award; coordinates with legal counsel to determine City needs and requirements for contractual services; negotiates contracts and agreements and administers same after award.
Direct the development of grants, corporate sponsorships, donations, and other fundraising programs to support services and programs.
Represents the department to other City departments, elected officials, and outside agencies; explains and interprets departmental programs, policies, and activities; negotiates and resolves significant and controversial issues.
Supervises and conducts surveys of community recreational requirements including construction of additional parks; identifies areas of community needs and develops service delivery systems; evaluates the need for parks, recreational activities, the arts, and community services, and enlists community participation in programs and fund raising campaigns; develops and directs public relations programs.
Participates in and makes presentations to the City Council and a variety of boards and commissions; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of community and other services as they relate to the area of assignment.
Maintains and directs the maintenance of working and official departmental files.
Monitors changes in laws, regulations, and technology that may affect City or departmental operations; implements policy and procedural changes as required.
Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects as assigned by the City Manager.
Responds to difficult and sensitive public inquiries and complaints and assists with resolutions and alternative recommendations.
Performs other duties as assigned.

Education and Experience:
Equivalent to graduation from an accredited four-year college or university with major coursework in Recreation Administration, Public or Business Administration, or a related field and seven (7) years of management and/or administrative experience in Community Services, Recreation, and/or Parks Maintenance and Operations is required.
Licenses and Certifications:
Valid California class C driver’s license with satisfactory driving record and automobile insurance is required.
Supplemental Information
Physical Demands:
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, with occasional outdoor inspection and job walks of City development sites, including traversing uneven terrain, climbing ladders, stairs, and other temporary or construction access points, to operate a motor vehicle, and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push and pull materials weighing up to 25 pounds.
Environmental Elements:
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
Disaster Service Worker:
All employees of the City of Orange are designated by both State law and City ordinance to be “Disaster Service Workers.” In the event of a declared emergency or any undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, employees may be assigned to assist rescue and relief workers. Such assignments may be in locations, during hours and performing work significantly different from the employees’ normal work assignments and may continue through the recovery phase of the emergency.

BENEFITS FOR EXECUTIVE MANAGEMENT TEAM The City of Orange provides a generous array of benefits to employees in addition to maintaining competitive salaries. All Executive Director Team employees are employed “At-Will.”The following is a partial list of benefits:
Salary Range. Salary ranges are composed of six (6) steps, each approximately five percent (5%) apart. Advancements through the steps are generally made yearly and based on performance.
Retirement Benefits. Retirement benefits are provided by the California Public Employees’ Retirement System (CalPERS), including the City’s contribution toward the Fourth Level Survivor’s Benefit.
An employee who is a “Classic” Member of CalPERS or a current member of another California public retirement system who is hired by the City of Orange on or after January 1, 2013, will be enrolled in the CalPERS 2.7% @ age 55 benefit formula with one year final compensation. Employees contribute 8.00% of pension reportable salary on a pre-tax basis for this retirement benefit.
Effective January 1, 2013, newly hired non-safety employees who are “New” CalPERS Members, as defined by the Public Employees’ Pension Reform Act of 2013 (“PEPRA”), will be enrolled in the CalPERS 2% @ age 62 defined benefit plan with three year final compensation in accordance with PEPRA. New Members will be required to pay 6.75% of pension reportable salary as their full share of their member contribution.
Social Security. Employees do not pay into Social Security.
Medicare. The City pays for the employee’s portion of the required Medicare contribution, which is 1.45% of salary.Cafeteria Benefits Plan. The City pays $2,190 per month which can be applied towards CalPERS medical, dental, vision, health care reimbursement, and/or dependent care reimbursement. Under certain criteria, employees may elect to opt out of the City’s medical plan altogether and receive $750 per month.
Money Purchase Retirement Plan. The City contributes an additional three percent (3%) on top of salary which can be taken as cash or placed into a 401(a) Money Purchase Retirement Plan.
Life Insurance. The City provides a term life insurance policy of $150,000.
Retirement Health Savings Plan. The cash value of certain leave balances will be contributed on a tax-deferred basis to be used for employee medical expenses upon retirement.
Vacation. Executive Directors earn 144 hours of vacation during the first year of service, and an increasing accrual annually up to 264 hours per year after 30 years of service.
Holidays. The City observes 9.5 paid 9 hour fixed holidays and provides 22.5 hours of floating holiday annually.
Administrative Leave. Executive Directors receive 80 hours of administrative leave annually.
Sick Leave. Sick leave is accrued at a rate of 96 hours per year. Employees are eligible to convert unused sick leave to vacation on an annual basis. A partial payment (up to 50%) for accumulated unused sick leave is available to City employees who retire from the City.
Educational Incentive Program. Employees who possess a postgraduate degree or higher are eligible to receive $500 per month as reportable compensation.
Other Benefits. Most employees work a “9/80” alternate work schedule with City Hall closures every other Friday. Police Executive Management positions work a “4/10” schedule with every Friday off. Long Term Disability, an Employee Assistance Program, Tuition Reimbursement (up to $1,500/fiscal year), Medical Maintenance Examination Program, Trip Reduction Program incentives, optional Deferred Compensation programs and Credit Union membership are a few of the additional benefits provided and/or available to employees.
