Job Description : PAYROLL ADMINISTRATORSTATUS: This is a non-exempt position eligible for overtime in accordance with state and federal regulationsSUMMARY: Performs all activities necessary to process bi-weekly and weekly payroll, including maintaining related records, voluntary deduction reports, processing involuntary deductions such as levies and garnishments, preparing accounting transactions and documents, documenting and updating procedures, and preparing special reports for management. Process Certified Payroll. Incumbent is solely responsible for all payroll and related activities.________________________________________________________________________DUTIES & RESPONSIBILITIESProcess bi-weekly payroll and weekly certified payroll. Responsible for ensuring that timecards from all locations are received and calculated correctly. Accountable for correctly inputting data and overseeing payroll processes. Distributes payroll checks in a timely manner in accordance with Alaska and federal laws.Communicate with employees regarding payroll requirements and work to resolve problems related to employee paychecks.Maintain and respond to all garnishments and court ordered compliance filings, adhering to federal and state regulations.Maintain HR and Payroll filing systems.Under the direction of the HR Director, assist with preparation of Department of Labor, child support and regulatory reporting documents as required for the Human Resources Department.Maintain the Payroll/HRIS including data entry of employee information to keep data current for payroll and reporting purposes. Create and produce management reports as required and requested by the HR Director or the Finance Director.Reconcile monthly benefit statements including life, disability, health, EAP, COBRA and other plans a necessary.Perform other administrative and office duties as necessary, assists the HR Director with special projects.KNOWLEDGE, SKILLS AND ABILITIESRequires considerable knowledge of payroll requirements and processes. Experience with Paycor, ADP, TimeClock Plus is preferred.Must have excellent communication skills and be effective in oral and written communication while assisting employees with payroll issues over the telephone.Requires a working knowledge of Alaska Department of Labor and IRS compliance requirements. Must be familiar with Alaska law and federal HR law relating to personnel file maintenance.Must be capable of working effectively under time constraints to comply with regulatory deadlines.Requires thorough understanding of e-mail, word processing and spreadsheet applications.Understands the roles and responsibility of the Human Resources department, Finance Department and the appropriate service providers and vendors in order to effectively solve and/or forward problems for resolution.Needs to possess ability to remain calm under pressure and represent the company and the Human Resources department in a professional and courteous manner.Must be able to maintain confidentiality at all times.QUALIFICATIONSThree to five years of payroll experience and the equivalent of an associate’s degree demonstrating training and education beyond high school. Experience working in a DOT regulated environment desirable. CPP designation preferred.PHYSICAL REQUIREMENTSLANGUAGE SKILLSAbility to read, analyze, and interpret regulatory compliance instructions. Ability to respond to common inquiries or complaints from employees, customers, or service providers. Ability to write and effectively communicate utilizing e-mail. Ability to communicate effectively with all employees and facilitate problem resolutions.PHYSICAL DEMANDSIndividual may need to sit or stand as needed. May require walking primarily on a level surface for periodic periods throughout the day. Reaching above shoulder heights, below the waist or lifting as required to file paperwork. Proper lifting techniques required.
